The Active Social Welfare (ASW): Improvement of collective welfare in Umbria Region Mariella Ursini Ph.D. Consorzio ABN – Perugia ITALY

The Active Social Welfare (ASW) is essentially a shared path for the improvement of services more generally, improvement of collective welfare. The term social emphasizes the active involvement of society: – from public administration – to the stakeholders – to the citizens in general.

The ASW is based on building a network of strategic players who participate actively in the continuous improvement of the conformity and the quality of services.

the ASW system is based on three basic points. pivotal role of the network of strategic players in the creation and development of public value. governance role of the public administration in a system of relationships between various strategic actors. creation of an evaluation system which allows for the citizens participation and control, either directly or through their stakeholders.

ASW application: Region of Umbria, socio-health care policies for the elderly. creation of a Joint Working Group (JWG): P UBLIC INSTITUTIONS involved, in various capacities, in policies for the elderly such as the Umbria Region, local health authorities; S TAKEHOLDERS such as pensioners unions which are very representative of the elderly population in Italy.

Second point: The objectives and the relationships between the various components are explained in the "Pact for the health of the elderly" that is a policy document signed by all members. the role of governance was entrusted to the Umbria Region.

third point: control system of two phases. First: the controllers are the stakeholders (pensioners unions); Second: the controllers are the citizens themselves who, through customer satisfaction surveys, have been able to express their opinions on the services.

In conclusion: The complex issues are addressed by considering the various points of view of the strategic players; solutions are shared within a single subject (JWG); the role of governance is the responsibility of the government. The citizen has "political" participation in the decision making processes and evaluation of service quality.
