Government of Afghanistan legislation, policy, coordination, challenges Presented by Marufi Kaleem Bali Process Ad Hoc Group immigration intelligence best practice workshop New Zealand 7 th -10 th February

Legislation of immigration  The law of immigration that is passport and visa  The new passport and ID system is developing  The fingerprint system is in place on border  Documentation verification on border, land and airports  The police called Border Police

Policy that is in place  Combating trafficking and smuggling in person  Prevention, protection, prosecution of perpetrators  Collecting information through relevant agencies analyzing and making decision  Evidence based decision  The border police under ministry of Interior

Coordination between agencies  Special commission is established consisting of deferent agencies that is Task Force  Bilateral Agreements between Afghanistan and Neighboring countries like Pakistan, Iran and Australia and so on  Repatriating Afghan citizens back to home based on tripartite agreements

To be continued…  Investigation for fraud documents and punishing perpetrators  Documentation on Border that is land border and Airports  Finger prints for verification preventing reoccurring the crime  Biometric system for Passport and National identification card

Challenges facing  The open character of borders with neighboring countries, mixed migration issues  Returning Refugees and reintegration  Facilitation returning and security issues are related  Insurgencies that are occurring is threat to security and making more complex  Low capacity of Agencies working on these issues

To be continued…  Countering the parliament to government for new law in some areas  Mixed operation of drug traffickers and insurgencies  Cross border infrastructures to be improved (Afghans are smuggled to Iran, turkey, India, Dubai, Tajikistan) legally entering but later trafficked  More than 60 cases fake passport,photochange Fake visa

Strengthening of institutions  The strengthening of institutions is very important for such country like Afghanistan  Developing New Bio metric system through Dubai process together with Pakistan funded by Gov.Canada  Public awareness is one of most important issues that government is pursuing  The threat and risk of smuggling and trafficking in person in 2011 near to 200 cases have been investigated (India, Nepal, Philippine china, Pakistan)  40 cases of traffickers have been arrested
