Q1. Are there similarities of militaries and CSOs management process? both conduct some type of need assessment. Hierarchy/structure on decision making process. Complexity of SOP. Finding possible/suitable capability. Cooperation with local authorities. Funding Clarification of each organization. Independent decision making process during different stage ( during disaster and during normal time) Established protocol.

Q2. Do you have personal experience with joint missions of military and CSO? (collaboration rather than joint mission) In a conflict situation in certain location, the security can be an issue for CSOs During natural disaster, military play a crucial role in mobilization and logistics. It is difficult to get the message to the higher military officer. In a conflict situation in certain location, assistance given to both parties can be difficult. There might be a common goal, but not necessary to be the same vision and mindset.

Q3. Do you share information with military and CSO on regular basis? In conflict area, information on timing, security, effect of the victims in the area information are shared. The information sharing is done in order to avoid duplication. Context analysis. Establishing of regular contacts. NGOs do share information in term of their profiles and what they do in order to enhance confidence building and transparency. There are differences in structure, organization, legitimacy etc.

Q4. Is the ASEAN community in need of military/CSO coordination & communication center? It is suitable to have one where it helps with coordination in the region. Joint decision making exercise between military and CSOs. Determining the CSOs is important Who should lead the center? a center, an adhoc, permanent standing ? Should it be board? What is the function of the center? Education Center. Regional response or national response? With foreign militaries response.
