Legislative Updates Alternative Certification Next Generation Content Standards Charter Schools

Legislative Updates Alternative Certification (HB2005; SB5) –Allows entities other than IHE, including county boards and RESAs, to create pathways for alternative certification –Alternative certification programs will be required to comply with rules established by the State Board –Allows counties to partner with Teach for America HB2005, with amendments, passed out of House Education this week and will next be considered by House Finance

Legislative Updates Next Generation Standards Multiple bills have been introduced thus far to repeal Next Gen Standards and SMARTER Balanced assessments –SB25 places a moratorium on Next Gen Standards and SMARTER Balanced assessments; requires new standards to be developed; allows parents to opt out of having any of their child’s information stored on WVEIS or WVZoom –HB2184 prohibits the use of Next Gen Standards and SMARTER Balanced assessments after July 1, 2015 –HB2486 prohibits use of Next Gen Standards and SMARTER Balanced assessments; requires State Board to develop new standards before July 1, 2015

Legislative Updates Public Charter Schools (HB2014; SB14) –Allows teachers, educational organizations and LSICs to create Public Charter Schools (PCS); teachers and educational organizations permitted to convert an existing school to a PCS –Elected governing body controls and operates PCS –County Board where PCS is located allocates 100% of state and local education funds to PCS based upon per pupil expenditure of county board for current operations House Education Committee held public hearing on PCS this week; Senate Education Committee considered SB14 during its past two meetings

Waivers to be presented to WVBE in February Policy Math –Allow counties choice of math sequence at high school Option 1 – Math I, Math II, Math III Option 2 – Algebra I, Geometry, Algebra II Effective for school year Policy Assessment –Effective for 2015 assessment –Require science assessment in grades 4, 6 and 10 only –Remove the social studies assessment for all grades

Education Week’s Quality Counts West Virginia’s public school system ranked No. 27 in the country with a C The overall national average was also a C West Virginia received a B+ in the school finance section earning a No. 2 ranking West Virginia received a C+ in the Early Education Index earning a ranking of No. 6 in the nation Under the Chance for Success Index, West Virginia received a C – ranking No. 47 in the nation

Where have we been? In January 2014, as part of his State-of-the-State Address, Governor Tomblin asked the WV Board of Education to establish a simple A-F School Grading System The WVBOE, working with the WVDE and OEPA, developed a system that unites school accountability and school and district accreditation into a single process Schools will receive their first A-F grade for the school year based on the data from the assessment

Where are we now? Grading Components Achievement: Includes student proficiency in mathematics and reading/language arts Student growth: Includes how much students are growing (observed) and how much students are on track to be proficient (adequate) Performance of Lowest 25%: Includes the accelerated improvement of the lowest 25% of students in each school Graduation rates for high schools: High schools will be awarded points based on each school’s four-year and five-year adjusted cohort graduation rates

Where are we going? Focus on transparency and continuous improvement of ALL school in order to: Improve the graduation rate and ensure a world-class education for all students Guarantee a high quality instructional program that contains a rigorous and vertically aligned curriculum, effective teaching, and ongoing assessments
