Incident Safety Officer Gwinnett County Fire and Emergency Services Instructor II/AAS Brian Ward

Introduction Purpose: This class was developed not to “recreate the wheel,” but to focus on the issues concerning Gwinnett County incident scene safety and examine the ISO directly. Also, to prepare for NPQ accreditation for ISO.

Course Scope Within this course we will examine the following: History of ISO Standards pertaining to ISO Duties/expectations GCFES policies GCFES RIT

Terminal Performance Objective To have the ability to implement the ISO position and successfully perform the task of the ISO. To receive accreditation through GFSTC for NPQ ISO certification.

Enabling Objectives Examine the history of the ISO. Examine the national standards directly pertaining to the ISO. (NFPA 1500 and 1521).

Units Unit 1: Introduction Unit 2: Risk Management Unit 3: Safety (Training, Equipment, PPE, etc…) Unit 4: Safety (Scene Safety) Unit 5: GCFES Policies Unit 6: GCFES RIT

History OSHA created in 1970 by RIThard Nixon.  A place of employment free from recognized hazards.  Comply with Occupational Safety and Health standards.  Title 29 CFR 1910 (Fire Service)

History Every year there are approximately 100 LODD’s and close to 55,000 injuries. Life Expectancy!!??

History Response: NFPA 1500 Standard on Occupational Safety and Health Program.

History Old: NFPA 1501 in 1977 Now: NFPA 1521 as of 1992.

History Why?  To emphasize health, safety and wellness.

NFPA 1500 Established Provided minimum requirements and formal requirement for SO. Specified health and safety guidelines for fire dept. activities.

NFPA 1521 Provides the qualifications, authority and functions for the fire department health and safety officer.

Qualification Fire Officer I Knowledge of health and wellness Knowledge of hazards with occupation Extensive knowledge of department operations.

Authority May alter, suspend or terminate any unsafe or hazardous operation. May appoint assistants ISO’s.
