2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 3 / 16 Lisbon, 9 November 2009  Creation of a unified area able to define the European path to excellence in research.  Major driver of European competitiveness in a globalised world.  Open circulation of knowledge across national borders.  Share, teach and use knowledge effectively for social, business and policy purposes. ec.europa.eu/research/era European Research Area

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 4 / 16 Lisbon, 9 November 2009 Effective knowledge-sharing Excellent research institutions World-class research infrastructures Well-coordinated research programmes and priorities A wide opening of the ERA to the world An adequate flow of competent researchers First endorsed at the 2000 Lisbon European Council features… …as formulated in the 2007 “Green Paper”

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 5 / 16 Lisbon, 9 November 2009 Promotion of common principles across the ERA Reciprocal opening of national/regional programmes Joint identification of major societal challenges that are beyond national capacity Drivers To optimise research programmes and priorities To increase the efficiency and impact of public research funding Goals ERA-Net scheme

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 6 / 16 Lisbon, 9 November 2009 Economic challenges that correspond to: the agenda set out by the Aho Group (3% GDP goal) supply-side measures for promotion of RTD demand-side measures to create innovation-friendly markets Science and technology: basis of challenges involving the collective ability to respond to opportunities in frontier research Social and environmental challenges: dealing with the causes and consequences of issues such as climate change, food & energy security and the ageing society for these the initial drive will have to come from governments What are (could be?) these major societal challenges? Report of the ERA Expert Group (2008)

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 7 / 16 Lisbon, 9 November st phase (Coordination Action): Duration: Budget: ≈ 3 MEuros Consortium (2009): 19 Partners + 14 Observers European Network of RTD funding and managing organisations, supported by the EC, with the goal of coordinating national/regional programmes on Climate Change Impacts and Adaptation CIRCLE ERA-Net

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 8 / 16 Lisbon, 9 November 2009 CIRCLE 2 - Science meets Policy (under negotiation) CIRCLE CA ( ) CIRCLE SSA (2004) 2004/ / Climate impact research Climate adaptation research Science driven Policy driven Transition in European (and National) climate research policy over recent years - reflected on CIRCLE’s future approach

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 9 / 16 Lisbon, 9 November 2009 The challenge: Creation of a 2 nd generation ERA-Net Chosen approach: CCIVA RTD - Science meets Policy Rationale: Support European policy needs on adaptation knowledge by implementing (at least) two of the main ERA features: Effective knowledge-sharing Well-coordinated research programmes and priorities Outlook

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 10 / 16 Lisbon, 9 November 2009 Proposal under negotiation 24 countries 34 science funding & managing organisations 3 regions Over 25 programmes Flexible collaboration Enhanced geographica l coverage Consortium

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 11 / 16 Lisbon, 9 November 2009 main axis of action ? ? Partner effort Joint effort Report of the ERA Expert Group (2008)

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 12 / 16 Lisbon, 9 November 2009 Information Management Challenges I Experience shows: Barriers to intra- and inter- ERA-Net communication Outreach challenges at all levels (transnational to local) Engaging researchers and research (knowledge) users Key information/dissemination tools: Web-site and other online features (newsletter, mailing lists…) Database(s) On-site (and online) participatory communication

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 13 / 16 Lisbon, 9 November 2009 Information Management Challenges II Current and future drivers: Transnational knowledge sharing needs e.g. EC Clearing House on CCIAV; Int. CC Info. Programme ERA-driven coordination and information e.g. NETWATCH platform; ERA-Nets (SEAS, BioDiv,…) National/regional policy needs e.g. Adaptation strategies; decision support Integration of RTD results e.g. Project calls; evaluation and monitoring

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 14 / 16 Lisbon, 9 November 2009 CIRCLE 2 Adaptation Resources Centre Objective: communication tool with embedded database of national & regional programmes/projects on adaptation research Content: concept under development; response to current drivers! Special features: facilitate “links” with external activities (e.g. EC Clearing House, ERA-Nets, ADAM compendium, NETWATCH, ICCIP, national portals) Central tool to support all other C-2 features

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 15 / 16 Lisbon, 9 November 2009 Some questions: (open for reflection - including a Marine perspective)  What type of communication tools can best “translate” policy needs into research questions and feedback RTD results to decision-making?  What’s the role of the so called “boundary” organisations within the ERA context? Simple network(ers) between science and policy or information “translators”?  How to enhance synergies across disciplines (“basic” Marine research and CC)? How to integrate the multitude of networks, projects and respective communication tools?

2 nd Technical Consultation on Marine Information Management and Dissemination in Europe 16 / 16 Lisbon, 9 November 2009 Thank you! Comments and suggestions:
