Steering Committee Meeting on HR in RB - IAEA- Vienna December 2012 ISPRA Nuclear Department The ISPRA nuclear department has recognized the importance to have a knowledge management system that includes the process to develop and maintain the necessary competence and skills of the staff Such KM system includes the training activity An update ‘’database’’ of required competences is under development as a tool for the management of human resources and training Presently, in the whole ISPRA, the management of resources, competence and training activity is ensured by the top management

Steering Committee Meeting on HR in RB - IAEA- Vienna December 2012 ISPRA Nuclear Department The training activity covers:  Role and responsibility of the nuclear regulatory authority  Technical competencies for regulatory review  Regulatory procedures for licensing  Inspections procedures The training activity takes place for: New comers Periodic updating of staff Due to the limitation in human resources the experts are (or can) be involved in more technical areas and functions.

ITER-Consult  ITER-Consult is an expert organization providing independent evaluation and review in the field of nuclear and radiation safety. Its status is Private Limited Company non/commercial and acting as no/profit organization  ITER provides support to Nuclear Regulatory Authorities, Public Administrations, Governmental organizations, European Union institutions and other international organizations (e.g IAEA)  The technical capabilities of ITER-Consult are multidisciplinary and cover the major areas of nuclear safety and radiation safety with respect to siting, design, construction, commissioning, operation, decommissioning of nuclear installations and RW management.

ITER-Consult  The values of ITER-Consult in providing its support are the professional independence and competence, the transparency and the establishment of respectful relationship with the partners.  ITER gives particular attention to training activities in order to maintain and develop competencies  ITER-Consult considers the international cooperation and networking a fundamental way to maintain competence, capability and knowledge  ITER-Consult is certified ISO 9001/2008

ITER-Consult  ITER provides training to its own technical staff in nuclear and radiation safety and in technical review to support regulatory authority.  Internal and external training courses to NRA’s staff and TSO’s staff are organized by ITER in the area of: regulatory functions, licensing process and basic nuclear safety principles, regulatory review of NPP conceptual design, regulatory review of site analysis and requirements, use of PSA for regulatory review and SAR review, equipment qualification and structure seismic safety,.  Computer codes to perform technical review are available and suitable for training application of trainees in the areas of accident analysis, severe accidents, mechanical and civil structures, reliability analysis. Part of this activity is performed in cooperation with Pisa University

Some considerations The development and maintaining of needed competencies in the NRA&TSO functions show the importance of some key factors:  staff awareness of the role and responsibilities of NRA  open and transparent attitude of both NRA and TSO staff  management capacity for licensing and regulatory activities (in addition to technical competences)  training on the job to transfer competence (complementing training courses)  international cooperation and networking
