5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Sailing Conditions for High Speed Vessels By Per Chr. Stubban Fosen Trafikklag

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Fosen Trafikklag operates in the coastal areas of mid-Norway An integrated transport company 15 Municipals 340 Employees 80 Buses 11 Ferries 6 High speed vessels 2 Work shops 4 Regional offices

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels In this presentation the sea transport will be highlighted, and in particular the conditions related to high speed vessels. However, some of the evaluations will also be valid for other types of sea transport, like ferries.

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Fosen Trafikklag operates 6 High Speed vessels in some of the areas with the most severe weather conditions in the world. Our goal is to arrange for a transport which gives maximum SAFETY, RELIABILITY and COMFORT.

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Dangerous Areas Last February Fosen Trafikklag experienced an accident where a window on one of our high speed vessels were broken from an unexpected wave in one of the areas identifyed as a ”dangerous” area.

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Then, what can Fosen Trafikklag do? Firstly, Fosen Trafikklag must provide safe, reliable and comfortable transport. Secondly, the sailing regulations give restrictions for operations related to the weather conditions (the speed should be adjusted in accordance with the wave hight). Thirdly, Fosen Trafikklag as a serious operator must ensure that it operates within the given restrictions. Then Fosen Trafikklag is looking for means of support which can help meeting the requirements, ie. tools which can help making decissions related to the transport. Which means that we in this context are looking for reliable weather forecasts, information about sailing conditions (waves, wind, currents..) and support to evaluate the comfort level.

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Environmental conditions are important for operating high speed vessels How to get this information available for those in charge?

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels På denne siden planlegger vi å legge varsler utarbeidet gratis for brukere i maritim sektor. Maritime tjenester DNMI, the Norwegian Met. Office, provides weather forecasts for the Norwegian coast, including a special Maritime forecast for the Stad area.

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels - An example of the special Stad forecast which can be retrieved from the Internet.

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels As Fosen Trafikklag is situated in Mid- Norway and knowing that the forecast not necessarily will become the reality – This is not enough for us! We are therefore looking for what can be done additionally.

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels In Spain, the Harbour Authorities (Puerto del Estado) is operating a weather forecast and real time data system for improved safety and increased regularity. The buoy system is delivered by the Norwegian company - OCEANOR

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Examples of output from this system, which among others show that forecasts (line) may differ from observations (squares).

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels In Greece, a similar system as the system in Spain is running, the POSEIDON system The buoy system is delivered by the Norwegian company - OCEANOR

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels POSEIDON- Buoy Positions

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Examples of system output – Wind forecasts

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Examples of system output – Wave forecasts

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Examples of system output – Meteorological and Wave observations

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Measuring stations Other information, forecasts etc Database/ Central Vessels Measurements of ship motions and the evaluations by the captain Presentation of decision parameters Principal layout of suggested system for the Fosen Trafikklag operating area

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Dangerous Areas Buoy Positions Meteoro- logical Data Suggestions for real time data buoy locations in the area operated by Fosen Trafikklag

5th FARGIS User Conference, 7-8 march 2000 Sailing Conditions for high-speed vessels Then maybe in a short time our high speed vessels can get this kind of information underway, supporting the decisions to be taken, ensuring SAFETY, RELIABILITY and COMFORT
