3 Principle of the Dutch structure Critical activities:  to be performed by licensed organisations ONLY statutory requirements  according to relevant instructions ONLY private quality assurance documents Structure requires close public-private cooperation

5 Carry out formally defined critical activities: while licensed ONLY by persons mentioned on the license ONLY according to relevant (privately maintained) instructions ONLY BASIC RULES FOR CONSULTANTS, CONTRACTORS
