CTCN: Support implementation of NAMAs Rajiv Garg Network and Capacity Building Manager rajiv.garg@unep.org Update by Mr. Fred Onduri CTCN Advisory Board Chair

Agenda I. CTCN Mandate and Structure II. CTCN Services Technical Assistance Knowledge sharing Collaboration and networking

CTCN Mandate, Services and Structure The CTCN’s mission is “Stimulating technology cooperation and enhance the development and transfer of technologies to developing country Parties at their request” Services: Technical assistance to developing countries Knowledge sharing and training Fostering collaboration on climate technologies (including linking climate technology projects with financing opportunity) Structure: CTCN is hosted by UNEP in collaboration with UNIDO and supported by 11 partner institutions with expertise in climate technologies

CTCN Structure Conference of Parties and CTCN Advisory Board guide the work of the CTCN CTCN operations are conducted via: The CTCN Secretariat hosted by UNEP and UNIDO CTCN Consortium: 11 independent, regional and global organizations with expertise in a variety of climate technology sectors An international network of academic, multilateral, NGO and private sector institutions National Designated Entities (NDEs): national CTCN focal points selected by each country to coordinate and submit technical assistance requests to the CTCN

CTCN Consortium 5 Breadth and depth of expertise and experience in: Adaptation and mitigation, along all steps of the technology cycle Specific technology subject areas Geographic understanding and language capabilities 5

National Designated Entities (NDEs) 125 NDEs have been selected by their countries as of 15 Aug 2015

Climate Technology Network Through its Network, the CTCN mobilizes policy and technical expertise from academia, civil society, finance and private sectors to deliver technology solutions, capacity building and implementation advice to developing countries.

Overview of CTCN Services Climate Technology Centre and Network 1. Technical Assistance 2. Information and Knowledge 3. Collaboration and Networking Facilitate and enhance the transfer of climate technologies Environmentally sound technologies deployed 3 core services: Provide technical assistance to developing countries to enhance transfer of climate technologies Provide and share information and knowledge on climate technologies Foster collaboration and networking of various stakeholders on climate technologies Greenhouse gas emissions reduced and resilience to climate change increased Targets in INDCs achieved

What do we mean by “climate technology” ? Climate technology is any equipment, technique, knowledge and skill needed for: reducing greenhouse gas emissions, through sectors such as: Agriculture Industry Energy Transport Forestry Waste and adapting to climate change, via sectors such as: Agriculture Forestry Business Human Health Coastal Zones/Oceans Infrastructure/Human Settlement Disaster Reduction Terrestrial Ecosystems Early Warning Tourism Education Water resources Fisheries Technology includes “any equipment, techniques, practical knowledge and skills needed for reducing greenhouse gas emissions and adapting to climate change”. IPCC Special Report on Technology Transfer (IPCC, 2000a) Adapted from IPCC, 2000 - Bert Metz, Ogunlade Davidson, Jan-Willem Martens, Sascha Van Rooijen and Laura Van Wie Mcgrory (Eds.) Cambridge University Press, UK. Mitigation: Energy, Forestry, Transport Adaptation: Water Resources, Industry, Coastal Zones/Oceans, Agriculture, Terrestrial Ecosystems, Forestry, Human Health, Waste Infrastructure/Human Settlement, Cross-sectoral, Tourism Adaptation: Early Warning/Disaster Reduction, Businesses, Education, Agriculture/Fisheries

CTCN Technical Assistance Fast and short (3 pages) application process for countries Provided: • To developing countries upon their request • Free of charge (value up to 250,000 USD) • State of the art and locally relevant expertise • To academic, public, NGO, or private entities • For a broad range of adaptation and mitigation technologies At all stages of the technology cycle: From identification of needs; policy assessments; selection and piloting technology solutions; to assistance that supports technology customization and widespread deployment

Options for CTCN support on NAMA development CTCN Opportunities for NAMAs Options for CTCN support on NAMA development CTCN assistance? Benefit from technical inputs, to identify, develop and monitor NAMAs To increase opportunities, to access funding to implement NAMAs  identification, prioritisation, design and implementation, www.unep.org/climatechange/ctcn 11

Options for CTCN support on NAMA development CTCN Assistance for NAMA Identification Options for CTCN support on NAMA development You want to identify the most appropriate NAMAs to develop? The CTCN provide you with: Analysis of technologies barriers (e.g. supply chain, financial barriers, etc.) Assessment of technology cost and benefits (energy impacts, benefit on employment, etc.) Prioritization on the more appropriate technology options, based on climate and development benefits Feasibility study on specific technologies  identification, prioritisation, design and implementation, 12

Options for CTCN support on NAMA development CTCN Assistance for NAMA Development Options for CTCN support on NAMA development You want to design a NAMA? The CTCN support you in: Developing a Technology Action Plan to feed into NAMA implementation plans Drafting a national strategy for a technology Applying tools developed to design NAMAs Developing a finance and implementation plan Designing MRV system adapted to country institution and set-up www.unep.org/climatechange/ctcn 13

Options for CTCN support on NAMA development CTCN Assistance for NAMA Implementation Options for CTCN support on NAMA development You want to implement a NAMA? The CTCN can support you in: Identifying best practices for diffusion of identified technologies Developing standards for technologies (?) Establishing institutional linkages for technology adaptation and testing Training of staff and workshops Matchmaking with private companies and investors (CTI PFAN, RDBs, GCF ?)  identification, prioritisation, design and implementation, www.unep.org/climatechange/ctcn 14

CTCN Technical Assistance: How it works Step 1: Identify the need Academic, agricultural, business, industry, municipal/national government office, or NGO entity needs technical help on a specific topic that is aligned with official government priorities on adapting to climate change or energy efficiency Step 2: Contact National Designated Entity (NDE) The interested party contacts his/her National Designated Entity (NDE). The NDE is the CTCN focal point for the country and is responsible for coordinating and submitting requests for assistance. The NDE works with the applicant to prepare and submit the short request to CTCN headquarters. Step 3: The CTCN selects an expert team The CTCN receives the requests, determines eligibility, and assembles a group of experts to develop a plan for the assistance, in close collaboration with the applicant and the NDE. This is a collaborative process and the plan needs to be agreed among all parties. Step 4: The expert team provides a solution The experts work with the applicants and other stakeholders to provide a customized solution to the request. 15
