TEMPUS IV4 THE PROJECT IDEA It may be your idea but is as likely to be a partners It may be an EU partner or a Tempus partner Understand what they want to achieve and what they want from you Does it fit the programme and the specific call?

TEMPUS IV5 YOUR IDEA - BUT NO PARTNER? First essential is a Tempus partner Contact the relevant National Tempus Office with a synopsis of your proposal and a brief explanation of why a tempus partner should want to work with you, i.e. What you can offer You may wish to suggest more than one project area if you are keen to get involved in Tempus with a particular country or region

TEMPUS IV6 Before you devote too much resource ensure that you are confident about the consortium i.e. Tempus partners and EU partners and their commitment to work together. This may involve a formal agreement committing each university to collaborate in the application and if successful to support the project

TEMPUS IV7 Establish early on how you will communicate, preferably use a dedicated platform for documentation Organise a meeting of the consortium, preferably physical if you can find the resource If not, a video or telephone or Skype conference

TEMPUS IV8 Any meeting needs to be well prepared in advance with an agenda and working papers engaging each of the partners This will be a good test of their commitment

TEMPUS IV9 Establish milestones with deliverables Ensure that your partners in the Tempus countries involve their NTO If it is a structural measure be confident that the ministry is committed from the start and engaged in the development of the project Establish at an early stage which institution will act as the coordinator

TEMPUS IV10 At each stage check documentation against the award criteria Relevance – 25 points Quality of partnership – 20 points Quality of project content and methodology – 25 points Dissemination and sustainability – 15 points Budget and cost effectiveness – 15 points The guide indicates elements under each of these criteria

TEMPUS IV11 Remember priority will be given to - Structural Measures projects - Multi-country projects - addressing regional or national priorities - projects actively involving : students, women, enterprises, Social partners, research institutions, ministries of education, NGOs where relevant - other non-academic organisations

TEMPUS IV12 Joint projects must demonstrate that they build upon the results of previous Tempus projects and where applicable with work undertaken in the framework of the EUs internal programmes – notably thematic networks

TEMPUS IV13 Start drafting the application in the format required by the application form as early as possible Pay attention to the logical framework matrix at an early stage If possible before you commit to the final version of the application persuade one or two critical colleagues familiar with tempus to read and comment

TEMPUS IV14 Remember the application must fit the objectives and priorities of the programme It must demonstrate that - It is achievable - will be well managed - Results will be effectively disseminated and are sustainable

TEMPUS IV15 The process is not easy but - The outcomes are rewarding - can establish strong partnerships with potential spin-off benefits - In countries and regions which are emerging as powerful economic and political players
