2 There are 454 airports / airstrips in the Country. This includes Operational, Non Operational, Abandoned and Disused Airports. Airports owned by Defence Deptartment – 138 Airport owned by Airports Authority of India (AAI)– 97 Airports owned by State Governments – 158 Private Owners – 61

3 AAI manages 127 * airports which includes: - 13 International airports (excluding Delhi & Mumbai and including three civil enclaves) - 7 Custom airports - 28 Civil Enclaves (Goa, Srinagar and Bangalore declared international airports and are included in 13 also) - 80 Domestic airports - 2 Joint Venture Airports (Delhi & Mumbai) (Operational Airports = 86 (including 28 civil enclaves) Non-Operational Airports = 41 ) * In addition AAI provides CNS/ATM facilities at Delhi, Mumbai, CIAL (Pvt.), Lengpui (SG), Diu (SG), Puttaparthy (Pvt.) and Baramati (SG) airports.

4 The increased passenger and cargo traffic has posed new challenges in the area of providing adequate infrastructure at airports. Challenges before us are : –Expansion of capacity at existing airports –Upgradation/modernization of Metro and Non-metro airports –Development of new Greenfield Airports –Induction of modern technology for efficient handling of Aircraft, Passenger and Cargo at airports. –Upgradation of CNS/ATM facilities

8 10 th Five Year Plan Period ( ) The plan outlay of Rs crores (US$ million) which was revised to Rs crores (US$ million) in Mid Term Appraisal (MTA); was envisaged for upgradation of airport infrastructure, modernization of communication, navigation and surveillance facilities. The capital expenditure by AAI during this period is likely to meet the revised target projections. The major development and upgradation works completed / likely to be completed by AAI during the 10 th Five Year Plan are summarized in the next slide. cont,.

9 New Terminal Buildings constructed at 7 airports i.e., Agartala, Lilabari, Gaya, Bhuj, Pathankot, Ahmedabad and Amritsar. Two New Runways constructed at Mangalore and Visakhapatnam. Strengthening and extension of runways at 14 airports. Construction of Taxiways and Parking Stands at 26 airports cont,.

10 During the 11 th Five Year plan Period - All the remaining operational domestic airports will be upgraded for operation of A-319 / A-321 type of aircraft in all weather condition subject to availability of land and terrain conditions. All the remaining international airports will be upgraded for operation of B / B ER type of aircraft subject to availability of land and terrain conditions. All operational airports will be provided with night landing facility. Provision for handling New Large Aircraft such as AB- 380 will be made at major airports.

11 Development of Greenfield airports at Hyderabad (Shamsabad) and Bangalore (Devanhalli) through PPP (Public Private Participation) has been awarded. JVC has been setup with the equity distribution of 74% with private partners and 26% with AAI and State Govt. JVC will be responsible for overall development and management of airport infrastructure at these airports and ATS will be provided by AAI. These projects will cost Rs Crores (US$ million) (Bangalore Rs.1930 crores (US$ million) and Hyderabad Rs.1760 crores (US$ million)) The work is already in progress and likely to be completed by –BangaloreApril 2008 –HyderabadApril 2008 Development of Greenfield Airports at Hyderabad and Bangalore

12 On 3 rd May 2006, the airports at Delhi and Mumbai have been handed over to Joint Venture companies. Development of Delhi and Mumbai Airports Equity participation Delhi - DIAPL - 74 % Pvt. Consortium (GMR Group, Fraport AG, MAPL, IDF) 26 % AAI Mumbai – MIAPL - 74% Pvt. Consortium- ( GVK, ACSA,BSD) 26% AAI Master Plans have been submitted by both the JV Companies on 3 rd Oct. 2006

13 Development of Chennai and Kolkata Airports –Modalities in respect of overall development strategy for Chennai & Kolkata Airports are being worked out.

14 Development of Chennai Airport Work is in progress for –Construction of 19 Parking Bays –Expansion of international Terminal –Construction of warehouse and –Tenders issued for integrated cargo building Phase-II; costing about Rs.112 crores (US$ million) Work is planned in respect of construction of –Domestic terminal Phase-II, International Architectural design competition consultant finalized. –Integrated cargo building Phase-III and IV, costing Rs.600 crores (US$ million)

15 Development of Kolkata Airport Work is in progress for –Extension of secondary runway, –Construction of 21 additional bays, –Extension of domestic security-hold area with three aerobridges; costing Rs.100 Crores (US$ million). Development of a modern integrated cargo complex with state-of-the-art technology is in progress. International architectural design competitions was held in respect of international departure building and terminal design has been selected, tentative cost of Phase-I being Rs.225 crores (US$ million). International Architectural design competition in respect of domestic terminal building is also planned. Short-listing of Consultant for this purpose has been completed.

16 35 non metro airports have been identified for development as modern airports. Global Technical Advisor (GTA) and Indian Financial Consultant (IFC) appointed by AAI to carry out Techno Economic Feasibility Study (TEFS) and reports have been prepared for 25 airports. Action for remaining 10 airports is in hand. Development of 35 Non-metro Airports

17 The Committee on Infrastructure Under the Chairmanship of the Prime Minister, during the 12 th Meeting of the Committee on Infrastructure, held on 8 th June 2006, it was decided that – –Development of all the 35 airports may be taken up together instead of phases. –In selected airports, particularly, the larger ones, wholly owned subsidiaries may be created for development and operation of the respective airports. –Development of airports in the North East Region must be taken up by AAI on a priority basis. –Wherever the State Governments expressed interest in development of Greenfield airports, they may be allowed to take the initiative.

18 These airports are - DEVELOPMENT OF NON – METRO AIRPORTS  Ahmedabad, Amritsar, Agatti, Aurangabad, Agartala, Agra,  Baroda, Bhopal, Bhubaneshwar,  Chandigarh, Coimbatore,  Dehradun, Dimapur,  Goa (Dabolim), Guwahati,  Imphal, Indore,  Jaipur, Jammu,  Khajuraho, Note : The work is already in progress at 19 airports.  Lucknow,  Madurai, Mangalore,  Nagpur,  Patna, Portblair, Pune,  Rajkot, Ranchi, Raipur,  Trichy, Trivandrum,  Udaipur,  Visakhapatnam  Varanasi.

19 AAI has initiated action for short-listing of Consultant (s) to assist in the selection process for Joint Venture Company (JVC)/Private Consortium for city-side development of airport of selected airports either on standalone or on cluster-of-airports basis. Notice Inviting Tenders (NIT) have been received from leading infrastructure and financial agencies to assist AAI in the selection process for JVC. The NIT are under evaluation and the process for short- listing will be completed shortly. Cost bids will be invited from the short-listed bidders for appointment of a consultant (s) who will undertake the documentation and all associated work required for issue of Request for Proposal (RFP) for selection of JVC/Private Consortium for city side development of selected non-metro airports.

20 Other actions taken for development of non metro airports Credit Rating / Lead Arranger(s) have been appointed. –Credit rating, by the appointed agency M/s CRISIL, accorded to AAI has been “AAA” – stable outlook rating. Financial Advisor-cum-Lead Arranger (FA&LA) has been appointed to advise AAI on possible debt funding options, timing of reaching the market, structure of instruments, etc. In addition three more firms have been selected for appointment to assist the FA&LA in activities such as marketing, placement / syndication of bonds, etc.

21 Works is in progress in respect of 19 non-metro airports out of 35 identified non-metro airports in respect of various categories of works such as: New Terminal Building : Agatti, Ahmedabad, Aurangabad, Jaipur, Mangalore, Raipur, Trivandrum, Udaipur and Visakhapatnam Expansion of Terminal Building : Amritsar, Nagpur Parking Stands & Taxiways: Agartala, Bhubaneswar, Coimbatore, Guwahati, Jaipur, Khajuraho, Madurai, Mangalore, Trichy, Udaipur, Visakhapatnam Expansion of Apron / Runway : Bhubaneswar, Dehradun, Madurai, Raipur, Trichy, Visakhapatnam

22 a) PAKYONG AIRPORT – Gangtok, Sikkim for ATR 72 Aircraft Detailed Project Report has been prepared and forwarded to Planning Commission for further deliberations. Estimated cost is Rs. 340 Crores (US$ million) (including land cost). b) CHEITHU AIRPORT – Kohima, Nagaland for ATR 72 Aircraft Consultant has been appointed for Techno-Economic Feasibility Study. Survey is in progress. c) ITANAGAR – for ATR 72 Aircraft Banderdeva site seems to be technically feasible. Consultant is being appointed for Techno-Economic Feasibility Study. Development of Green Field Airports- North East Region

23 Proposals for development of some Greenfield airports have been received from State Governments and the same are at various stages of examination action. As per the policy on development of Greenfield airports State Govt. as a primary promoter may consider joint venture (JV) with private investors through PPP Model and may choose private sector partner through a transparent competitive bidding process. 100% FDI is permitted under the automatic route for Greenfield projects.
