Regulatory body Kazakhstan Atomic Energy Committee (KAEC) is part of the Ministry of Energy and Mineral Resources of Kazakhstan and as the regulatory body in Kazakhstan is responsible for supervision of nuclear and radiation safety, and the nuclear weapon non- proliferation regime. KAEC issued the regulations (rules, requirements, provisions etc.) in the field of atomic energy use.

Legal framework in the field of atomic energy use The list of the main Laws: On atomic energy use (will be revised by the end of 2009); On licensing; On radiation safety of population; On environmental protection; On extraordinary situation; On export and import of nuclear and radioactive materials; Government decrees: provisions of ministries and committees; different main rules and regulations in the field of atomic energy use (by the end of 2009 will be introduced 5 new)

Key Provisions of the KAEC Role Setting of the criteria and norms, working out the regulations on nuclear and radiation safety, and also control on the meeting of these norms and regulations by the enterprises, authorities and organisations irrespective on their governing bodies and property forms, and by persons; Carrying out of state account and control of nuclear materials, radioactive sources and waste and control on their storage and usage; Working out of proposals on establishing of necessary legislative and organization conditions for effective maintenance of the enterprises and organizations of atomic energy; International scientific, technical, and legislative co- operation in the field of safety of atomic energy and nuclear technologies usage;

Licensing Activities  management of nuclear materials, sources of ionizing radiation and radioactive waste;  radiation control and radioecology monitoring;  all types of activity in places of former test sites;  export and import of nuclear materials, technology and equipment, special non-nuclear materials;  placement, design, construction, commissioning, operation, conservation and decommissioning of objects of atomic energy use;  carrying out of scientific researches with use of nuclear installations, radiation sources, nuclear materials and radioactive substances;  transportation of nuclear materials and radioactive substances;  physical protection of nuclear installations and nuclear materials;  training and authorization of the experts and staff.
