Outline l Health Physics and Safety –Approach –Personnel assignments –Equipment –Final Survey l Radioactive Waste –Personnel –Container requirements –Transportation –Disposal

Approach to Radiation Protection l Environmental Monitoring - Stack and site perimeter for particulate and tritium. l Facility Surveys - work areas, waste packaging, Mock-up, RWHF, adjacent facility areas. l Personnel Monitoring - bioassay, whole body count, digital dosimeters, whole body scan for beta gamma (when exiting work area). l Job Coverage and Monitoring - one HP per 4-5 workers (3 tasks simultaneously), exposure monitoring to tritium and gamma, surface monitoring. l Release of Equipment - scan for beta-gamma (no detectable), 1,000 dpm/100 cm 2 for tritium surface contamination. (may change to 10,000 dpm/100cm 2 ). l Radioactive Waste Characterization - smear for tritium by system and estimate surface area. Gamma survey on loaded containers for other radionuclides. l Containment - tents for diamond wire cutting using engineered ventilation. l Cutting - Baseline plan to cut all metals with shears except for VV. PF coils and pump ducts.

HP Personnel Assignments l HP Manager - regulatory, instrumentation, and dosimetry support. l Health Physicist - (FTE) - Procedures, whole body counting, field support. l Lead Technician - (0.7 FTE) Supervision, procedures, RWPs, survey review. l 5 Field Technicians (FTE) –Count Room Technician –Compliance Surveys/Waste Support/Release –3 Job Coverage l Dosimetry Supervisor - Bioassay, beta-gamma TLD, digital dosimetry. l Laboratory - DATS, Beta-gamma counting, gamma spec., oxidation. l Instrument calibration Clerical (0.5 FTE) - record keeping, dosimetry support

Safety Personnel Assignments l Site Industrial Hygienist - guidance and regulatory oversight - OSHA and NIOSH. l Assistant IH - (FTE) - training, procedures, permits, field sampling and monitoring. l Construction Safety - (FTE) field implementation of personnel safety. Clerical (0.5 FTE) - record keeping, administration of permits.

Equipment l Whole body counting - Helgeson l Exit monitoring for beta gamma - Helgeson, Aptec or Eberline l Tritium-in-air Monitors - Scintrex (2) l Bicron Micro-REM meters (4) l Beta-Gamma contamination survey meters (3) l Particulate air sampling - environmental and field (IH and HP) l Digital Dosimeters l General supplies - smears, vials, cocktail, etc. l Contamination Control - bags, herculite, decon equip. l Hearing, head, eye, and hand protection l Respiratory protection - lead handling

Final Radiological Survey l Wall wipe down or wash (if necessary) l Surface Contamination Measurements –MARSSIM - »Walls, ceiling and floors l Radiation Surveys - characterize facility l Shot Blast Floors

Radioactive Waste l 44,658 cubic feet of tritiated and activated material. –20,833 cubic feet standard waste (B25 boxes) –23,825 cubic feet special waste (non-standard or no packaging) l Maximum total activity due to activation is <100 Curies –Co-60, Co-57, Mn-54 –Fe-55 (beta emission only) l Total tritium inventory is 8,204 Curies –“Not active” inventory, entirely within VV. l Radioactive Waste Handling Facility –Storage of valuable equipment (primarily activated). –Storage prior to off-site transport for disposal. l Large items will be shipped directly off-site from TFTR through NE door.

Waste Management Personnel l Waste Manager - coordinates all waste packaging, transportation and disposal. l Waste Technicians (2 FTE) - provide materials, monitor and assist with packaging. l Support - Mgmt, D&D Head, waste technicians, clerical, budget. –Mgmt - Regulation, DOE, Disposal facility –Head of D&D - Health Physics, safety, and rad waste –Waste Technicians - material handling, prepare for transport –Clerical - administration of legal documents related to burial –Budget - monthly tracking of ER/WM D&D Activities

Container Requirements l 4 ft. wide, 4 ft. high, 6 ft long metal containers –IP- 1, IP-2, and Type A. –Type A have bolted closure. l 55 gallon drums - primarily for compactible and liquid waste. l Stainless steel kegs - tritiated oil l Special Containers –Vacuum vessel segments –RF pump ducts l No containers - TF coils, PF coils, columns and lintels l Material Recycle - stainless, copper and titanium –National Center for Recycle –Private industry

Transportation l All shipments will be LSA or Type A quantities l Limited to 1080 Curies of tritium for Type A container l Dose rate limit of 200 mR/hr - no issues, VV at 50 mr/hr (May 1999). l Normal shipments - 40,000 lb. maximum payload l Special shipments –Vacuum vessel segments (10)- special permits (size and weight). –TF coils (20) - special permits (size and weight). l Current contract with TRISM - Expires April 2002 l Need to procure contractor for special transportation - logistics, permits, intermodal evaluation, bonding, heavy haul.

Disposal l Hanford site for all disposal - Others are available w/ DOE approval. l Cost estimates are based on $20 per cubic foot l High Integrity Containers - if >100 Curies/ cubic meter l No new waste streams are expected l Mixed waste - contingency but not expected (pump oil removed). l Scheduling July visit to Hanford - present D&D waste information. l Certain shipments will require special handling at Hanford –Vacuum vessel segments (10) - special permits (size and weight). –TF coils (20), PF coils, columns, lintels.
