Davor Šoštarič, MVZT-DID Bled, ccTLDs: Local Situations ä ä a variety of legacy ccTLD situations with different legal or contractual frameworks ä ä independent of Government operation, like NGO or Foundation (non-for-profit, commercial) ä ä related to Government: arm of a national research network, part of a PA (research, economic affairs, telecoms, foreign affairs, etc)  There is no such thing as »the« model 

Davor Šoštarič, MVZT-DID Bled, ccTLDs and Govs: to regulate or not to regulate ä ä obeying some “normal” rules (definition/decision) ä ä being trusted representative of the nation (a mutual recognition of rights and duties between ICANN/IANA and the ccTLD manager) ä ä making money ä ä shaping citizens’ opinion (democracy?) ä ä “protecting” citizens from malicious outside influence (≈ censorship)  retaining overall control 

9 ccTLDs: Policy ä ä Policy authority for Internet-related public policy issues is the sovereign right of States (WSIS Declaration, 2003) ä ä ccTLD policy should be set locally, unless it can be shown that the issue has global impact [...] Most of the ccTLD policy issues are local in nature and should therefore be addressed by the local Internet Community, according to national law (GAC: Principles and Guidelines for the Delegation and Administration of ccTLDs, 2005

Davor Šoštarič, MVZT-DID Bled, ccTLDs: Slovenian Case ä ä Were we happy with rigid rules? ä ä Were we involved in registration rules renewal process? ä ä Do we find the current registration policy rules appropriate and do we support them? ä ä Is community satisfied? ä ä Does the Registry report to us? ä ä Are we involved in dispute settlements? ä ä Can we change the situation?

Davor Šoštarič, MVZT-DID Bled, Collateral Issues ä ä Too much or too little influence of xyz o o xyz ≈ UN/ITU/USA/NRA/you-name-it-World-Association/... o o BUT: "[...] does not establish any new areas of responsibility for the national regulatory authorities in the field of Internet naming and addressing" (Framework Directive...) ä ä New issues (intellectual property protection, spam, data and consumer protection, cyber-crime, freedom-of-speech protection, security, stability, reliability, …) → challenge for all (not just Govs) ä ä Join the GAC (Govs) ä ä Participate in IGF (Govs and other stakeholders)

Davor Šoštarič, MVZT-DID Bled, Let’s not forget the primarily dedications that conceived the Internet. It is our solemn duty to keep the Internet running in this very same spirit with as little side intervention as possible.
