Procedures for Aerodrome Certification Aerodrome Certification Procedures should: comply with the legislation; identify the controlling regulations/ requirements; be exercised by officials/Inspectorate Staff of DAAR, CAA Pakistan; use common formats; and cover all the tasks associated with certification. When establishing certification procedures, care needs to be taken to ensure that they will fully comply with applicable legislation as promulgated by the State; and be used by authorised DGCA staff who have the requisite delegations and authorisations (for entry, testing equipment etc) Where States enlist outside assistance to perform some technical services, such persons should also be so authorised by the DGCA. The use of standard procedures is directed to ensuring that certificates are dealt with in a consistent manner across all offices where the functions are performed. It is highly desirable that a common legal format for certificates should be adopted. Aerodrome Certification Procedures Step 1 - Assessing a formal application Designated officials of DAAR, CAA Pakistan needs to be satisfied before a Certification process can be proceed for the issue of Certificate: an application made in the prescribed form and duly filled up [D2.2 of ANO-001- DRAS-1.0]; an Aerodrome Manual including establishment of an effective Safety Management System is provided [D2.11, D4, D5 & D7 of ANO-001- DRAS-1.0]; The basis of the application assessment procedure is to lead the DGCA to a position where it can state it is satisfied about safety so that the certificate may be granted The assessment will encompass that the application has been correctly submitted in the prescribed form and with the aerodrome manual provided April 17 Module -8
Aerodrome Certification Procedures Step 1 - Assessing a formal application (contd.) submitted a compliance checklist in respect of the requirements contained in CAR issued on the subject of Aerodrome Design and Operations; and fee is remitted by crossed Demand Draft drawn in favour of Pay & Accounts Office, CAA Pakistan. Post Inspection Phases Phase 3 – Closing Inspection Findings Corrective action plan is closed when all discrepancies are corrected or are transferred to another form of action (i.e. transferred to a long term corrective action plan). Aerodrome Certification Procedures Step 4 – Grant or Refusal of Aerodrome Certificate If the assessment was unsuccessful DAAR should formally notify the applicant, stating reasons why the aerodrome Certificate has not been granted: major findings were observed which affect on safety of aircraft operations; aerodrome operator need to submit the corrective action plan on those findings and rectify accordingly. After submission by the aerodrome operator an action taken report to DAAR, the follow up inspection may be planned. April 17 Module -8
Aerodrome Certification Procedures Step 4 – Grant or Refusal of Aerodrome Certificate If the assessment was successful, DAAR will: formally notify the applicant, and provide an aerodrome Certificate with validity of three years period subject to certain conditions, if deemed necessary. Exemptions to non-compliances with certain Regulations/ Requirements would be granted if the aerodrome operator had applied for with full justification and submission of report on safety assessment carried out.
