Powers and Responsibilities The powers and responsibilities of the self-governments may vary; local self-governments may undertake different powers and responsibilities; Local authorities may be required by law to provide certain public services and local responsibilities of executive authority. There is no correlation between local authorities and county self-governments. The council may establish municipal institutions, other organizations for the purpose of providing public services.

It is the responsibility of the local authorities to provide for the supply of safe drinking water, kindergarten education, primary school education, basic health and social benefits, public lighting, maintenance of local public roads and the public cemetery; and to ensure the enforcement of the rights of national and ethnic minorities.

Local authorities shall be responsible for providing the following services to the local public I. local development, local planning, protection of the built and the natural environments, housing management, water resources planning and drainage (of rain water), sewer system, local mass transit, public sanitation and ensuring the cleanliness of the locality; providing for local fire protection and public safety; participation in the local supply of energy,

Local authorities shall be responsible for providing the following services to the local public II. participation in employment related matters. health and social services as well as other responsibilities concerning children and youth; provision of community space; support of public education, scientific and artistic activities, of sports; ensuring the enforcement of the rights of national and ethnic minorities; promotion of the community conditions of a healthy way of life.

Operation of the Council The chairman of the council is the mayor, who calls and chairs the meetings of the council. The council's meetings are public. Minutes shall be prepared of the council meetings. Councils shall specify the detailed rules of their operation in their decrees on their organizational and operational regulations. The council shall determine its committee structure and set up its committees accordingly. The town clerk shall direct the council office. The councils of local authorities may form associations in order to improve effectiveness and efficiency

Villages, Towns and their Territories New village may be established in a separate part of a locality with a population of at least three hundred, which is able to exercise self-government rights; A township may seek recognition as a city if the use of that title is justified by the degree of the town's development and the town's role in the region. Parliament may, at the request of a council, declare a town with a population of more than fifty thousand a county of a city. The county seat of each county is automatically vested with county rank. The two-tier self-government of the capital city is composed of the self-governments of the capital and of its districts.

Powers and Responsibilities of County Governments It must carry out the responsibilities prescribed by law for which local authorities cannot be compelled. A county government may be compelled by law to provide public services of a regional nature that cover the entire county or a large section of the county. A county government may be compelled by law to provide public services of a regional nature whose users for the most part do not reside on the territory of the local authorities where the institution providing the service is located.

Funding of self-governments The self-government provides public services. It disposes of its own property and manages its budgetary revenues and expenses independently. The budget of the self-government is part of public finance. No enterprise of the local self-government shall be permitted to jeopardize the performance of its binding responsibilities.

Assets of the Self-Government The assets of the local self-government consist of its property and other incorporeal rights. The primary assets of a self-government shall constitute a separate part of its assets. Primary assets are non-transferable or subject to restrictions in terms of conveyance . The council may register management rights over certain specific marketable and restricted assets of the local self-government.

Self-Government Revenues The self-government accumulates funding for its responsibilities from its own revenues, assigned central taxes, revenues received from other economic organizations, the normative contributions of the central budget, Subsidies target subsides earmarked subsidies complementary state subsidy
