New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature Awareness and empowerment in document production and distribution as a must for open access: experiences from the Nancy style to guarantee quality Paola De Castro*, Sandra Salinetti*, Marcus Banks° * Publishing Activities, Istituto Superiore di Sanità, Rome (Italy) ° New York University Medical Center, New York (USA)

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 2 Background the awareness to empower authors and issuing organization to guarantee quality in both production and diffusion of GL. LONG TRADITION to uncertainty and confusion in the last century new certainties and appraisal in the open access era from GL as a fundamental primary source of information Guidelines for the production of scientific and technical reports HOW? HENCE NANCY STYLE

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 3 Goal to update the Guidelines taking into consideration the rapid changes in the information market involving GL authors and institutions making translations available in different languages establishing useful contacts with key persons in the information arena to promote the adoption of the Guidelines

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 4 Actions developed Analysis of GL in the changing context Reflections on the development of the Nancy style Comparison between Nancy style and ANSI/NISO Z39.18 Promotion of the Nancy style to create major awareness on quality issues in GL creators, users, and policy makers

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 5 GREY LITERATURE (unique content, difficult retrieval) PRINT-ONLY ERA Upsetting hierarchies of information sources Valid distinction PEER-REVIEWED JOURNALS (regularity and reliability) NOW No distinction Scientists still prefer formally peer-reviewed content. Theoretically ALL scholarly content could be posted online according to the principle of open access. BUT Analysis of GL in the changing context (1) VS

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 6 report negative results discuss studies that concluded prematurely offer a much more comprehensive picture of the state of knowledge for any topic Analysis of GL in the changing context (2) Why is it important to raise the profile of GL? Because grey literature is still useful… GL is more likely to: IN FACT

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 7 Analysis of GL in the changing context (3) How can the profile of GL be raised? in EuropeNANCY STYLE in USAANSI/NISO standard Z adhering to well-developed production standards: HOW? INTERNAL advance among GL producers enhancing public awareness of GL EXTERNAL advance in the information landscape HOW?

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 8 Analysis of GL in the changing context (4) Examples of changing policies peer-reviewed articles (no longer than six months after publication) research materials and research data (different examples of grey content ) USAFederal Research Public Access Act of 2006 CANADADraft Policy on Access to CIHR-funded Research Outputs Grant recipients should provide online access to: Currently pending acts in 2006 peer-reviewed articles (no longer than six months after publication) Federal grant recipients should provide online access ONLY to:

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 9 Analysis of GL in the changing context (5) Open Data Movement: open data in science scientific data (deemed to belong to the commons) infrastructral data (such as that provided by geographic information systems) factual data (not copyrightable) To ensure maximum access to several types of data: GL producers and users should become strong proponents of the open data movement

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 10 Analysis of GL in the changing context (6) Examples Different communities can work together on technology standards and software tools which will facilitate visibility and re-use of data. Murray-Rust is one of the developers of the concept of: Scientific paper enriched with data elements that can only be accessed and interpreted electronically integrating traditionally grey and white content. OPEN DATA FOUNDATION UNIVERSITY OF CAMBRIDGE DATUMENT

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 11 Reflections on the development of the Nancy style (1) During the creation of the Guidelines, MAJOR POINTS of discussion regarded: electronic grey literature adoption strategy to reach INTERNATIONAL CONSENSUS (even within a small group of experts in a specific field)

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 12 Electronic grey literature Reflections on the development of the Nancy style (2) since GL is now being published electronically METADATA ARE REQUIRED (editorial consistency and ethical considerations of traditional documents apply also to digital publications) NANCY STYLE is mostly paper oriented YET No metadata schema was then provided since no formula would satisfy all requirements. Will this Round table produce a new step towards a SIMPLE metadata schema?

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 13 Adoption strategy Reflections on the development of the Nancy style (3) AT FIRSTa formal approval was asked to all organizations wishing to adopt NANCY STYLE. BUT Encouragement never lacked: LESS FORMAL SUPPORT was soon granted by all institutions involved in their creation. VOLUNTARY APPROACH followed by an official endorsement (once the organization can show that the Guidelines are actually followed) Consensus was given only by few. THEREFORE the adoption strategy should be revised:

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 18 Promotion of the Nancy style (1) When Nancy style was released, its promotion was made through: ACTIONS within the GL community ACTIONS outside the GL community… organization of training courses creation of a logo for GLISC announcements in different forums development of GLISC site translations in French and Italian

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 19 Promotion of the Nancy style (2) Spread information about GL and standards for quality production in environments where little was known about it: ACTIONS outside the GL community Within the world of scientific editors The ISS organizes training courses for inexperienced GL authors as the best way to reach publications of higher levels. The EASE asked to write on GL for its Science Editors Handbook and in the journal European Science Editing. In scientific institutions in general Example

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 20 Proposals for updating the Nancy style Subject index to facilitate retrieval of specific items Suggested additions Facilitating reference To be cited as followed by the correct citation More technical advice on digital format with print-specific and non-print-specific indications descriptive (bibliographic) administrative (rights and software) structural (hierarchical levels to display and navigate digital resources, etc.) METADATA FORM SIMPLE Appendix on metadata (Dublin Core and ANSI/NISO Z39.18 structure)

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 21 basic step to improve quality in the different stages of GL production Final considerations NANCY STYLE GL actors should promote its diffusion both IN and OUT the grey community. useful suggested model rather than a model in itself

New Orleans, 4-5 December 2006 – GL8 Round Table: Quality Assessment of Grey Literature 22 Closing challenge Most of the promotional efforts for NANCY STYLE have occurred in GL8 meeting in New Orleans will discuss how to increase awareness of NANCY STYLE in EUROPE NORTH AMERICA
