2009 Volatile Organic Compound Emissions-Remake Regulations Require DPR to Establish a Fumigant Limit for NAA that Exceed 80% of the Pesticide VOC Benchmark. Data derived from a calculation involving 1991 emissions and will use non- fumigant emissions for 2007 to determine the fumigant limit for 2009

VOC Regulations To reduce VOC’s by 20%, DPR has focused on limiting fumigant emissions, implementing regulations that prohibit higher emitting application methods SJ Valley NAA would have been impacted by the fumigant limit

SJ Valley-Summary of Field Fumigant Regulations Licensing: Pest Control businesses must have a person certified in new fumigation category by 1/1/09 Fumigation Methods: “Low- emission” methods required during May-October. Records & Reporting: Pesticide use reports in NAAs include 4-digit fumigation method code. Fumigant limits & allocation amounts(TBD)

Top Contributors May-Oct 2007 Top Active Ingredients(% of pesticide emissions) -Chlorpyrifos -Metam-sodium -Petroleum oil 1,3-dichloropropene -Methyl bromide Note: US EPA rule making pending to regulate

Top Contributions Continued Top application sites: -Almond (15.8%) -Carrot (15.9%) -Cotton (8.1%) -Grapes (5.6%) -Orange (5.3%) -Outdoor nursery (5.0%)
