NASA CHAPTER TWO ~ METHODOLOGY Methodology –Overall Methodology ( NASA methodology) Preparatory phase –preparatory mission by external consultant –ascertain NAC’s requirements, –to discuss the nature and extent of the NASA estimation, –to determine the terms of reference of the assessment –the roles and responsibilities of each involved party. Obtaining Permissions and Access –Permission from govt authorities e.g. PS of relevant ministries to access data.

NASA CHAPTER TWO ~ METHODOLOGY Sources of Data –Primary data: donors, NGO’s & all the relevant government departments. –Expenditure records: From primary sources of data –A few from secondary sources (e.g. expenditure of small NGOs captured from PEPFAR’s and other donor reports), –Or estimate using the best available data and most suitable assumptions.

NASA CHAPTER TWO ~ METHODOLOGY Data collection and quality of data (insert table showing all sources and whether actual expenditure from recipients, or commitments/ disbursements or allocations) Key Assumptions & Validation of Estimates –Presentation of preliminary results to the TWG, representatives of all key stakeholders and sectors.
