ITS RADIO SERVICE (DSRC) SECURITY T. M. Kurihara, Chair IEEE P1556 Working Group August 22, 2003

SCOPE Security requirements for ITS resources interconnected using ITS DSRC wireless communications Primary emphasis on vehicle (mobile) to roadside and vehicle to vehicle communications Wireless communications uses IEEE a technology at 5.9GHz spectrum allocated by FCC rule-making

PURPOSE Develop the essential protective mechanisms for the DSRC applications Distinguish among the different categories of assets needing protective mechanisms Maintain QOS for DSRC with protective mechanisms Maintain consistency with the National ITS Architecture new standard security requirements

PROGRAM OF WORK Research assets that need to be protected Develop security framework for: –Vehicle-to vehicle applications –Vehicle-to roadside applications –Communication security (802.11i, ) –Personal privacy protection as vehicle operator –Information and data integrity Major contributors are VSCC, NIST, FHWA

Overall North American Program L. Armstrong 05/03

DSRC Standardization Activities Standards Development Architecture Lower Layers Upper Layers Prototype Test Standards Verification/ Validation

Vehicle Safety Communications Consortium (VSCC) Two-year effort (started in 2002), entirely focused on vehicle safety applications enabled by wireless communications Under framework of Collision Avoidance Metrics Program formed in 1995 by Ford, GM –Research on metrics related to crash avoidance –Goal: Accelerate deployment of in-vehicle safety products –Specifies minimum performance levels for components, including communications Members: DCX, GM, Toyota, VW, Ford, BMW, Nissan

VSCC Goals Estimate potential safety benefits of communications- based vehicle safety applications Define communications requirements for applications with greatest potential for providing safety benefits Work with SDOs to ensure that proposed 5.9GHz protocols meet these requirements Investigate specific technical issues for 5.9GHz to support deployment of vehicle safety applications Estimate deployment feasibility of communications-based vehicle safety applications Assess ability of proposed 5.9GHz protocols to meet the needs of safety applications Demonstrations and tests through

National Public Safety Telecommunication Council (NPSTC) Coordination of 4.9GHz and 5.9 GHz band use Software defined radio (SDR) technology being considered for public safety coverage
