Smart Grid became a world-wide effort and ITU-T, as a UN-based worldwide SDO feels responsible to support it ITU-T already participates in several projects related to energy saving, climate change, and similar ITU-T recently developed a set of home networking Recommendations (A.K.A G.hn and G.hnta): - G.9960, G PHY and DLL for G.HN transceivers - G.9972 – Coexistence between HN transceivers - G Transport architecture for HN (Layer 3) The developed Recommendations do not address operation over low frequencies in powerlines, traditionally used for home automation, and Smart Grid 4

That Q1/15 & Q4/15 shall jointly develop a new Recommendation G.hnem on Home Networking Aspects of Energy Management to complement the G.9960/G.9970 series of Recommendations, specifically to include: - a narrowband PHY/DLL specification; - an upper layer protocol specification, which will consider the work being done in other organizations. 2. That the architecture, PHY and DLL parts of G.hnem should be consented at the February 2011 SG15 meeting. It was also agreed to issue liaison letters informing relevant organizations in the area of home networking, Smart grid, and automotive and ask for possible cooperation. 5

The official liaison also indicates the following details of G.hnem collected from the original proposal: Besides other aspects of energy management issues, the new Recommendation will address a new, low complexity profile, targeting bit rates below 500 kbps, which targets special needs for energy management and home automation. In particular: –define a technology, optimized for energy management applications, specifically a narrowband PHY/DLL specification – encompass both the home network and the access network, like G.9970, but will specifically address networked energy management –address the home networking for energy management via wired media (G.9960) together with wireless home networking (e.g., ZigBee per IEEE , Z-Wave) with a harmonized protocol stack –address related coexistence and spectrum compatibility issues 6

The official liaison also indicates the following details of G.hnem collected from the original proposal: The work will be conducted jointly by Q1/15 (architecture) and Q4/15 (networking transceivers), closely collaborating with JCA-HN and with other ITU-T SGs and relevant external organizations, in particular the relevant Smart Grid work in IEC, a peer international SDO with which we have an extensive history of productive collaboration. Sharing of the work: - PHY/MAC – SG15/Q4 - Top of Layer 2 - SG15/Q4 and SG15/Q1 - Layer 3 and above - SG15/Q1, IEC, JCA-HN 7
