Description of Focus Area Grants will provide support and/or facilitate access to services and resources that contribute to the improved economic well- being and security of economically disadvantaged people. Grant activities will help economically disadvantaged people to: have improved access to services and benefits aimed at contributing to their enhanced financial literacy, transition into or remain in safe, healthy, affordable housing, and have improved employability leading to increased success in becoming employed. Economic Opportunity

Priority Measures: – O5: Number of economically disadvantaged individuals, including homeless individuals, receiving housing services – O11: Number of economically disadvantaged individuals, including homeless individuals, transitioned into safe, healthy, affordable housing Economic Opportunity

Questions/Issues in Economic Opportunity The Measure on housing services (O5) now includes building and making repairs to housing units, but only for grantees that are able to count the number of individuals that benefit from these services. Grantees cannot convert the number of housing units developed or repaired to individuals. Making this conversion would require the assumption that the occupancy capacity of the new or repaired units will be filled by individuals of the target population, which is an assumption that would compromise our confidence in the accuracy of the data. Grantees that only count the number of housing units cannot select this Measure.
