High Speed Rail Bill Select Committee : Statement made on 21 July by the Chairman, Mr Robert Syms MP 1) On the long tunnel options, we have kept in mind the potential non-quantifiable effects of the project on the Chilterns area of outstanding natural beauty. On the evidence heard we are strongly of the view that the case for a long tunnel is not made out. Without prejudging the arguments we may hear from future petitioners we believe it is unlikely that an overwhelming case will be made out for the long tunnel options as we move forward into further hearings. High Speed Rail Bill Select Committee : Statement made on 21 July by the chairman, Mr Robert Syms MP 2) We believe that the case has been made for an extension of the bored tunnel to the northern end of the South Heath green tunnel. This would not cause an overall delay to the scheme. We want reassurance on how far that option will result in a deepened cutting laterally to the west of the portal, and we want HS2 to evaluate the effects of a deepened cutting on the local area. Provided that review is satisfactory, we will direct the promoter to work up that proposal as an additional provision. 6 My highlights in red

High Speed Rail Bill Select Committee : Statement made on 21 July by the chairman, Mr Robert Syms MP 3) On Wendover, we are minded to recommend a southward extension of the currently proposed green tunnel, unless HS2 report back with a very convincing scheme of further mitigation, on which we expect a report back in September. 7 My highlights in red

‘The extension of the bored tunnel to the northern end of the South Heath green tunnel’ ie from the portal at Mantle’s Wood to the north portal of the South Heath Green Tunnel. HS2 Ltd named it the C6 option 2.6km of REPA’s proposal for a 4.1km extension to the bored tunnel, only another 1.5km to go! Weights and Measures Leather Lane 8

What does that give us?  Saves 2 ancient woodlands, footpaths.  Saves construction works eg road closures; Kings Lane re-alignment and lit roundabout; local traffic routes eg Hyde Heath Road ; main compound on B485; and some new roads  Saves views and the tranquillity  Saves properties on Hyde Lane; Chesham Road; Annie Baileys  Saves loss of land and creating spoil heaps  Saves Hyde Heath & Hyde End communities 9

What does that give us continued However  A vent shaft at Annie Baileys with a construction compound  HGV lorries to remove the spoil down the B485 towards the A413 (peak traffic flow given at 225 HGV’s a day – which equates to 12 week) Annie Baileys 10

What does that give us continued No South Heath Green Tunnel, so saving large temporary spoil heaps, saving an ancient woodland, saving all demolitions along Kings Lane and Frith Hill SHL, no construction traffic route on South Heath roads (Kings Lane etc), no closure of Frith Hill SHL or footpaths or new lit roundabout..... BUT: 11

What does that give us continued  A 200m portal where we did not want one (but 320 not 360kph train speed)  A new road onto the Great Missenden link roundabout (and the traffic issues)  A construction road along the route in between Potter Row and the Trace 12

What does that give us continued  A deeper cutting (for how far?) parallel to Potter Row where we did not want one, up to Leather Lane  Still one footpath overbridge and one accommodation overbridge  Now no permanent dump at Hunts Green - maps are out of date WRONG! 13

2. What happens next – an AP-4  The changes must be in an ‘Additional Provision’ to the Hybrid Bill (AP-4) with an Environmental Statement and be deposited in Parliament prior to being published for Consultation and any Petitions.  Same format (prayer) as the original petition  No £20 if already petitioned  Added to your original petition and usually heard together  We will provide points for new petitions when due Two Issues: 1. Timing and process of settling AP-4 2. What to do about our September & October hearings? 14

The AP-4 decision process  We do not know :-  Exact detail – to be clarified in SC shortly  Exact timing – expect not to petition on AP-4 before November  Exact process for determining AP-4 ie how the Select Committee will “review” what HS2 Ltd come back with, before sanctioning AP4 to be drawn up – but  REPA will be allowed to have its say  HS2 Ltd will report back by 7 September to Select Committee 15

What to do about your submitted petitions?  You have been given a September date, (or a few in October). List available  We have to 21 st August to reply to David Walker, to say:  if wish to present your petition yourself  or wish to join a listed group, or create one with neighbours (don’t worry about roll B agent status!)  if unavailable  Do Not do Nothing or else your petition will be lost.  Tell David Walker your intention 16
