WELCOME

IAY/RAY 1.Housing is a fundamental human need. 2.Basic requirement for human survival as well as for a decent life. 3.Provides shelter from the elements of nature also provides protection and privacy.

4. Beyond mere shelter every one desires a home which gives a sense of owner ship and promotes confidence. 5. A home ensures well being and facilitates development supporting livelihoods & allows social integration. 6. Home is the outcome of a deep and often long cherished wish fulfillment 7. Major factor in molding the life and behavior of individual contributing to formation of character and creates the atmosphere for human development.

Characteristics of a Good House It implies sufficiency of space, ease of accessibility of minimum needs, existence of a good environment and guarantee of safety & stability and should be linked to social, livelihood & ecological surroundings.

Public Housing Programme ( background) Started immediately after independence –Refuges(Till 1960 only 5 lacs families) As a part of community Development movements providing loans up to Rs (Only houses) In the 4 th Plan- Scheme called house sites come construction assistance scheme (transferred to the state sector onwards) In 1985 under Nation Rural Employment Programme (NREP) & 1983 Rural Landless Employment Guarentee programme (RLEGP) but without any common norms IAY was launched as sub scheme of RLEGP by earmarking a part of fund for construction of houses for SC/ST & free bonded labour. IAY was made independent scheme w.e.f 1 st January 1996 is now a flagship programme to provide a shelter to houseless poor and also provide home sites to absolutely landless poor (90:10)

Salient feature of the Scheme Target Group:- IAY is public housing scheme for the poor (BPL) houseless families identified by the community through Gram Sabha following criteria suggested time to time. Priority:- 1. Widows/Women headed families 2. Freed bonded laborers/rehabilitated scavengers. 3. Physically & mentally challenged persons. 4. Widows and next of kin of members of defense personal & police forces etc. 5. Families effected by natural calamity like flood,arson or riot, SC/ST victims of atrocity. 6. Retired Ex-service man & members of paramilitary forces (BPL). 7. Other houseless BPL families.

Component of The Scheme IAY has Two Components Assistance for construction of a new house- Rs /-(minimum plinth area 20 m 2 ) Up gradation of kaccha house- Up to Rs Ban on contractors.

Stages of Construction & Release of Installments The number of installment should not exceed three. 1 st inst.- Land is leveled & excavation of foundation is completed. 2 nd inst.- On reaching lintel level. 3 rd inst.- Complete house including sanitary/latrine is constructed. Allotment of Houses Should be jointly in the name of husband & wife except in the case of widow/ unmarried/separated persons.

Progress monitoring through MIS All data regarding beneficiaries,Progress of construction & release of funds, photographs & inspection reports shall be placed in Awaas-soft. IAY Board & Logo Each house so constructed under IAY display board is fixed indication GOI Rural Housing Logo, year of construction & name of beneficiary etc.

Support Systems We need to put in place a robust system to provide support services to the families constructing houses under the scheme. This includes :- 1.Appropriate technology (Atleast durable for 30 years) 2.Capacity Building. 3.Fixing rates of materials. 4.Training masons. 5.Convergence a) Toilet-NBA b) Drinking Water-By converging State & Central Government programmes. Wells can be constructed under MGNREGA. c)Electricity-Rajiv Gandhi Gramin Viduytikaran Yojana. d)Land Dev.- Using MGNREGA for Soil conservation & protection, Bio fencing, Construction of Play ground etc. e)Social Sector- As IAY members are BPL automatically provide benefit of RSBY, Jan Shree Bima Yojana etc.

F Connectivity- Path ways, roads or steps through MGNREGA. G. Mobilizing additional resources- i) Mobilization of DRI loans- loan upto Rs at 4% interest rate per annum ii) By providing Supplemantary grants- SCSP &TSP

Role of Panchayats Panchayats which are people’s democratic institutions are in the central place in the planning & implementation of IAY Panchayat would play the following roles:- 1. Co-ordination to conduct baseline survey. 2. To make appropriate changes in permanent IAY list & to ensure proper selection. 3. Publicity of programme in the public. 4. Arrange support services to the beneficiaries. 5. Discuss the progress of schemes in monthly meetings. 6. Assist the beneficiary in accessing material required for construction easily and cheaply. 7. Ensure convergence of scheme. 8. Participate & carryout social audit to review implementation of the scheme.

Rajeev Gandhi Aawas Yojana is state sponsored Scheme and is being implemented on the pattern of Indra Aawas Yojana.
