PM Builder Identifies Outcomes The PM Builder is a simple tool that builds one outcome at a time. The PM Builder feeds the performance measure components into the intermediate outcome section of the PM Plan (worksheet). Programs must measure the intermediate outcome. Programs should discuss outcome expectations with their program officer.

Indicator: Percent increase in pounds of recycled material collected Target: Over a six month period, there will be a 50% increase in the pounds of recycled material collected in ABC district.
