NNSU is the winner of the CRDF and the Russian Education Ministry tender for TTO creation (project NN T) NNSU is the winner of the Russian Ministry of Industry and Science tender for TTC creation (state contract of )

Main Knowledge Transfer Forms Inseparable from the bearer: consultative services; specialized educational services; technical, analytical, and designer services; fulfillment of R&D orders. Separable from the bearer: sale of scientific-technical and designer documentation; licensing, I.e. transfer of title to various forms of intellectual property (patents, trademarks, etc.), technology transfer; assignment or transfer of rights to use (licensing) intellectual property, I.e. objects of industrial property rights and copyrights; setting up "spin-out" companies, i.e. companies created by technology owners specially for its commercialization; setting up joint ventures; manufacturing and sale of produce.

Main Operating Principles: -considerable influence on extending the innovatively active economic sector on a larger territory; -methodological support in creation of similar offices at universities, research institutions, scientific-production associations, and other entities of the real economic sectors in Russian regions; -high replication potential of the results for constructing an efficient R&D commercialization system in Russia.

Main Problem – lack of adequate receptivity of science and industry to the need to step up innovative activity, based on -- the objective economic situation -- insufficient information on positive world and Russian innovative experience.

Jointly with a number of ministries of the Nizhny Novgorod Regional Government and the Council for Scientific-Technological and Innovative Policy at the Nizhny Novgorod Regional Government: -The Law On Government Support of Innovative Activity in Nizhny Novgorod Region has been prepared (adopted by the Regional Legislative Assembly on ); -The Program Innovations and High Technologies in Industry of the Nizhny Novgorod Region for the Period of has been developed and adopted (Decree of the Nizhny Novgorod Regional Government 238 of ); -The concept of the program Nizhny Novgorod Region – a Territory of Innovative Development has been developed and adopted by the Nizhny Novgorod Regional Government (Decree of the Nizhny Novgorod Regional Government 333 of ); -The feasibility study of the pilot project Cluster of Innovative Development of the Nizhny Novgorod Region Based on the Nizhny Novgorod State University named after N.I.Lobachevsky has been developed and submitted to the Nizhny Novgorod Regional Government.
