Introduction nNational Emission Inventory nEPA prepares the National Inventory Report (NIR) and submits to the UNFCCC. nNIR 2005 submitted, contains time series inventory data to nTotal emissions of greenhouse gases in Ireland 67.5 million tonnes CO 2 equivalent in nEmissions of CO 2 accounted for 65.8% ( million tonnes) of the total 67.5 million tonnes. nEmissions of CO 2 from the fuel combustion activities and Industrial processes accounted for million tonnes of CO 2 equivalent in 2003.

Introduction nEmissions Trading Unit (ETU) nThe Irish Environmental Protection Agency (EPA) is the designated competent authority for Directive 2003/87/EC, of the European Parliament and of the Council of 13 th October 2003, establishing a scheme for greenhouse gas emission allowance trading within the Community and amending Council Directive 96/61/EC. nThe ETU within the EPA consists of the National Allocation Authority, National Competent Authority and the Emissions Trading Registry.

Introduction nTotal CO 2 emissions from the emissions trading sector, based on the average of verified 2002 and 2003 data was million tonnes of CO 2. nCurrently 109 Greenhouse gas emissions (GHG) permits nTotal allocation per year to activities permitted by 31 March 2004 is million tonnes (Mt) of CO 2 equivalent. nAverage allocated was 97% of Business as Usual. nNational Allocation Plan

National Emissions Inventory n ETU data used in compiling the national emission inventory nVerified CO 2 emissions for 2002 and 2003 for the category fuel combustion energy industries; public electricity, oil refineries and manufacture of solid fuels (briquettes). nVerified CO 2 industrial process emissions from cement production, lime production, use of limestone for SO 2 abatement at some plants and brick manufacture. nActivity Data nTonnes of lime produced and tonnes of limestone used in 2 lime production plants. nTonnes of clay, shale and carbonates used to produce brick at 3 companies.

National Emissions Inventory nActivity Data nTonnes of clinker produced in the 4 cement companies. nTonnes of limestone used for SO 2 abatement at some peat plants.

National Emissions Inventory. Future Improvements Planned. nThe country specific emission factors and calorific values for fuels will be improved in future by taking account of all the batch fuel analysis results generated for calorific value and emission factor by large fuel combustion installations involved in the EU ETS. Batch analysis of fuels conducted by standard methods in ISO accredited test facilities will be available for 2005,2006 and 2007 for Coal, HFO/RFO, gas oil, natural gas and peat.

National Emissions Inventory. Future Improvements Planned. n2004 emissions data has not been verified to-date by the ETU of the EPA and was not used in compiling 2004 inventory data. However if this data becomes available the 2004 inventory data submitted in 2006 and 2007 can be revised. nA QA/QC Manual has been produced as part of implementing the National Inventory System. As part of this an investigation is planned to determine what if any QA/QC procedures data providers carry out prior to submission of data to the National Inventory Team.

Emissions Trading Unit nNational Emission Inventory Data used nBaseline verification of CO 2 emissions data from stationary combustion sources. nEmission factor t CO 2 /TJ for Kerosene, HFO/RFO and Gas Oil from 2002 inventory data reported in nEmission factors supplied in the National Inventory Report included an oxidation factor. The ETU adjusted the emission factors so that the oxidation factor could be applied separately. nNet calorific values for kerosene, HFO/RFO and Gas Oil from 2002 inventory data reported in 2004.

Emissions Trading Unit, National Emission Inventory data used. nCountry specific Emission factor, to be used by GHG permitted installations in the annual installation emissions report for nThis factor is for Kerosene, HFO/RFO and Gas Oil from 2003 inventory data reported in The ETU adjusted the emission factors so that the oxidation factor could be applied separately. nA country specific emission factor for Natural Gas has just been prepared by the emission inventory for the 2006 submission and will be available shortly to the ETU. nCountry specific net calorific values for kerosene, HFO/RFO and Gas Oil from 2003 inventory data reported in 2005.

Emissions Trading Unit methodological issues nETU requires a country specific emission factor for Coal and Pet. Coke based on current, representative, accredited data analysis. n ETU requires a country specific net calorific value for Pet. Coke and coal based on current, representative, accredited data analysis.
