DoD Installation Meeting at the Land Trust Alliance Rally Marine Corps Encroachment Partnering Briefing Presented to DoD Installation Meeting at the Land Trust Alliance Rally Mr. Bruce Jackson HQMC (LFL-3) 13 October 06 Good afternoon. I am Dave Bixler, Head, Real Estate Section at Headquarters Marine Corps. The purpose of this brief is to bring everyone in attendance up to date on the Marine Corps Encroachment Partnering program in the Marine Corps. This brief will include some background, a discussion of the regionalization model currently being implemented with expected outcomes as well as important implementation milestones. This effort is important as bases and stations currently consume 3 billion dollars per year or 16% of the Marine Corps Total Obligation Authority. Next Slide.

Afterwards, I will cover how the Marine Corps has used Encroachment Partnering as one of the many tools to assist in this effort, along with some of our successes thus far.

Townsend Range) X MCAS Miramar X MCLB Barstow MCLB Albany CPLO Using DoD’s types of encroachment categories, we assessed our Marine Corps installations and found that most of installations, particularly those with ranges (both air and ground), were affected.

Encroachment Control Plan To address the needs of the program and the stakeholders, the Marine Corps developed the Encroachment Control Plan. Assigns responsibilities to create situational awareness for installation commander and staff Integrates all encroachment issues into one action plan Documents specific problems and solutions Assists in building a budget and POM Provides HQ auditable information Provides input for the Congressional Section 320 Report Promotes actions for compatible development and regulatory compliance (Conservation Forums) Identifies Encroachment Partnering project requirements at the installations. And, we have developed an Installation Encroachment Control Plan, or ECP, for the Installation Commander and Staff to create situational awareness, assign responsibilities, integrates all encroachment issues into one action plan, and involves multiple stakeholders to include the community. The ECP also assists the Installation in developing their POM and budget, and several other benefits

FY 05 EP Projects MCB Camp Lejeune (F/E) MCAS Beaufort – 3 projects Lanier: 434.54 acres, USMC: $1,106,250; State: $1,106,250 H&M Farms: 250 acres, USMC: $550,000; State: $550,000 Beck-Folkstone: 376.52 acres, USMC: $922,500; State: $922,500 MCAS Beaufort – 3 projects Battey: 63.55 acres, USMC: $469,125; County: $780,875 (F/E) Rathbun: 28 acres, USMC: $1,200,000; County: $700,000 (E/E) Lucky: 69 acres, USMC: $232,875; County: $517,125 (F/E) These projects were completed in FY05. Three projects at MCB Camp Lejeune, NC. Partnered with State of NC. Easement restricts incompatible development proximate to Lejeune’s range. Three projects at MCAS Beaufort, SC. Partnered with Beaufort County. Easement restricts residential and commercial development within the Air Stations Accident Potential Zones (APZ).

FY 06 EP Projects MCAS Cherry Point Townsend Bombing Range (TBR) Executed purchase agreement with North Carolina Coastal Land Trust (NCCLT) to acquire a 42 acre easement buffer adjacent to Piney Island Bombing Range. The Marine Corps and NCCLT contributed $128,300. Townsend Bombing Range (TBR) Signed purchase agreement with The Nature Conservancy to acquire a 10,687 acre easement on a buffer adjacent to TBR. Derived a $1,133,000 saving over the appraised value of $2,730,000 Here are the projects currently in progress for FY06. Offers have been or will be made over the next 60 days. We have a total of $7,472,000 ($3.5M HQMC; $3.972M OSD). I have another slide later in the brief of the funding breakdown.

FY 06 EP Projects MCAS Beaufort MCB Camp Pendleton Deposited $2,374,959 into a five-year escrow account to partner with Beaufort County and split acquisition costs in pursuit of approximately 2,368 acres adjacent to MCAS Beaufort. First acquisition will take place in FY07 with three buffer easements totaling about 248 acres. MCB Camp Pendleton Partnering with the Trust for Public Land (TPL), the Marine Corps will execute multiple acquisitions over a five-year period. Acquiring two easements over 1,253 acres adjacent to Camp Pendleton with both the Marine Corps and TPL paying $1,960,000.

Potential FY 07 REPI Projects MCAS Beaufort Partners include Beaufort County, to protect 2,706 acres Total cost: $ 21,232,082 Partners contribution: $10,448,541 (49% of the total project cost) MCAS Cherry Point Partnering with North Carolina Coastal Land Trust, to protect 3,507 acres Total cost: $14,812,841 Partner contribution: $7,132,125 (48% of the total project cost) As mentioned, this is a continuation of the FY07/08 projects.

Potential FY 07 REPI Projects MCB Lejeune Partners include North Carolina Wildlife Resources and North Carolina Coastal Land Trust, to protect 2,521 acres Total cost: $10,870,000 Partner Contribution: $5,330,000 (49% of the total project cost) MCB Camp Pendleton Partners include the Nature Conservancy, Trust for Public Land, the California Wildlife Conservation Board and Fallbrook Land Conservancy, to protect 340 acres Total cost: $5,813,000 Partner Contribution: $2,791,500 (48% of the total project cost)

EP Strategy Multi-Year Agreements Portfolio Management Funds are obligated at the time of deposit into the escrow account. Additional funds are deposited as projects are identified. Portfolio Management If a project falls through, Portfolio Management allows the Marine Corps to pursue additional opportunities. Portfolio Management will continue to be vital as interest in multi-year agreements is increasing. As you see, in FY04 HQMC funding one project for $156K; $4.6M in FY05; and about $3.5M in FY06. OSD provided funds in FY05 - $1.5M; and $3.972M in FY06. I envision that HQMC will have at least $3.5M in FY07 and $4M from OSD. As indicated, OSD’s allocation is based on our FY06 allocation, which is significantly lower than the projects currently under review. Furthermore, it’s possible that OSD may give us less if they only get $20M in FY07, whereas they had $37M in FY06. Bottom line: Funding will continue to be scarce in FY07, heightening the competition for limited resources.

MCAS Cherry Point Complex This slide shows the major facilities that make up the Cherry Point Complex. MCAS Cherry Point is the home of the 2d Marine Aircraft Wing and the Naval Aviation Depot. The Piney Island Bombing Range (BT-11), is a 12,000 acre multi-service Air-to-Surface and Electronic Warfare Range. Marine Corps Outlying Field Atlantic is home to the Mid-Atlantic Electronic Warfare Range. Marine Corps Auxiliary Landing Field Bogue, is operated by the 2d MAW and used for FCLP and VSTOL AV-8B Harrier training. Marine Corps Outlying Field Oak Grove supports 2d MAW rotary-winged aircraft training.
