1 Making Development Agencies more Results - Oriented by Margaret Kakande Head,Poverty Monitoring and Analysis Unit Ministry of Finance Planning and Economic Development. A paper presented at the DAC Development Partnership Forum,11-12 December 2002 OECD - Paris

2 What Development Results do we need to see? These are outcomes reflected by ; Improved income levels Better social and governance conditions Consumption of quality services Access to other factors directly enhancing the wellbeing of the poor.

3 Challenges of making a development agency more results-oriented Results take long to occur and agencies are impatient because of the need to account to own citizenry. The uncertainty of outcomes of development results because of the numerous influencing factors.Many agencies are reluctant to take on risks jointly. Difficulty of attributing contribution to an outcome.Many agencies believe in visibility and,therefore,in outputs for which they can be held accountable for.

4 How to operationalise a results focus at country level Have a shared vision and work towards its achievements. This would entail active participation in policy/programme formulation & implementation processes. Assist poor countries build capacity in systems for service delivery.Give governments time to build capacity for self-mobilization and to desist from undermining these efforts. Provide long-term financing to ensure achievement of the long-coming results.

5 Be transparent and share information with all stakeholders. Put all cards on the table,so that poor countries predict possible future trend of events. Forge true partnerships within recipient countries. This would mean: 1- give up the visibility syndrome 2-stop the got-it alone attitude. 3-learn to listen and take the passenger seats but assist governments who are the drivers, to avoid accidents.

6 4- be ready to share success/ failures with poor governments. 5-condition funding to achievement of results 6-have uniform country procedures (procurement, disbursement,reporting etc) for all development agencies.

7 Reconciling the need for more precise measurements with administrative efficiency Results may be measured efficiently by: Determining a few proxy indicators that can give an indication of the probability of achieving the results. Using standardized methodologies for data collection. Having uniform reporting formats on same indicators,for all development agencies. Development agencies participating in joint sector reviews.
