Support to children orphaned and made vulnerable by HIV/AIDS Additional module for inclusion in countries where at least 8% of the children are orphaned or HIV prevalence is over 5% Household questionnaire

Purpose and definition To measure the situation of children orphaned and made vulnerable by HIV/AIDS Indicators are specific to children vulnerable because of high levels of adult mortality or adult morbidity. Defined as: –Either or both parents have died –Either or both parents chronically ill –Lives in a household where adult who was chronically ill has died in prior 12 months –Lives in a household where adult is chronically ill

Indicators Prevalence of orphans Prevalence of vulnerable children External support And other indicators comparing the well- being of OVC versus non-OVC –Education, Sex before age 15, Malnutrition For definitions and descriptions of indicators and discussion on definition, see Guide to Monitoring and Evaluating the National Response for Children Orphaned and Made Vulnerable by HIV/AIDS (OVC M&E guide)

Methodological issues This definition of OVC is a proxy for children affected by HIV/AIDS and shouldnt be used to monitor children vulnerable due to other causes Check to be sure that enough children will be captured in survey to allow appropriate analysis Ask external support questions for all children in household, if any child in the household is an OVC

Questions Household roster identifies households where adults are chronically ill and parents outside of households that are chronically ill Questions OV1-OV5 filters for households in a vulnerable situation (adult has recently died, is chronically ill, or a child is an orphan Questions OV8-OV18 ask about support provided to household for the child

Country specific preparation Countries should only add criteria to define vulnerable – none of the criteria should be removed Additional criteria can be used to identify children in very vulnerable situations related to HIV/AIDS –Such as in poor households (children in bottom quintile of wealth index) However indicators should be calculated with standard definition in standard tables
