The Minnesota Department of Human Services (DHS) requires regular reporting of client outcomes information for publicly funded services. Minnesota will focus its mental health data reporting on client and program outcomes with a special focus on recovery for clients receiving more intensive mental health services. Efforts were also made to eliminated duplicate reporting by utilizing demographic information from the DHS data systems; MMIS for PMIN clients and SMI for Shared Master Index clients. Introduction

The new outcome reporting system called Mental Health Information System (MHIS) will be replacing the Program Outcome Status Reporting (POSR) system as of July 1 st, Like POSR, the MHIS will focus on key client status points during treatment service: at start, at end of service and at the six month anniversary of the start date. Clients...continued In order to report meaningful outcome measures, Agencies are encouraged to observe best practices in data collection such as: (1) collecting client status at time of completing treatment; (2) judicious and timely implementation of agency discharge policy, including administrative discontinuances; and (3) consistent and frequent update of client status (consider a quarterly update). Persons who should not be reported: – Persons who received services reimbursed entirely by private insurance or self-pay or.

Services Include all identified persons (adults) who received one of the following publicly funded mental health services will begin on July 1st, 2012: ACT, ARMHS, DBT, ICRS or State Operated MH services during the reporting period. Starting on October 1st, 2012, IRTS services will also be included.

Reporting Framework The MHIS client-level data reporting is a 6-month reporting cycle (July – December and January – June). The following points are essential 1. For every reporting period, the agency caseload is comprised of the following: – Clients already in the agency caseload at the start of the reporting period; and – New clients to the agency during the reporting period

Note: A client who was assigned a ‘continuing’ status at their latest client update during a previous re-porting period is expected in the agency caseload at the beginning of the succeeding reporting period. Persons who are in the Agency caseload but did not receive any of the reportable mental health service during the reporting period. Client Status should be equal “Discontinuance” with an End Date of the last date of service. Reporting Framework

2. For every reporting period, a status for each outcome measure are reported as follows: – For new clients starting during the reporting period, report the status within the first week of the Start Date – For continuing clients (clients already in the agency caseload at the beginning of the reporting period), report the most recent available status at the 6-month anniversary date, and their status either upon discharge or discontinuance (if discharged or discontinued occurred during the reporting period)
