The Massachusetts State Revolving Fund Loan Program

State Revolving Fund Loan Program 2% Interest Loans to cities, towns,water suppliers, and wastewater districts for infrastructure and other projects to improve public health and environmental resources. Total CWSRF Funds for 2010 = $350 million Total DWSRF Funds for 2010 = $110 million

Total Funds Available Includes EPA Grants Total Grant for CWSRF Projects = $69 million Total Grant for DWSRF Projects Funds = $25.3 million 20% of grant money must fund Green Projects ($13.8 million for CWSRF Green Projects) ($5.06 million for DRSRF Green Projects) Congress requires a portion of the funds be allocated towards “Principal Forgiveness” ($10.36 million for CWSRF Projects) ($7.6 million for DRSRF Projects)

SRF Selection Process Develop priorities around public health and environmental concerns Craft selection criteria to favor projects that support those goals Incorporate public participation Advertise availability –Cities, towns, PWS, Wastewater Districts, Environmental Consulting Companies, Government Agencies

Current Status & Next Steps: DEP Final list for 2010 projects recently announced MassDEP currently reviewing criteria that will be used in selecting 2011 projects

Current Status & Next Steps: Applicants Proposals for 2011 round of funding due by August 31, 2010 Strongly recommend submittals include energy efficiency and energy renewable components.
