Theoretical basis of personnel management The term “personnel management” has been borrowed by national theory and practice from western resources. In soviet times there existed the term “specialists”. The meaning “personnel” by its etymology refers to “a person”, that is “an individuum”. The meaning of “a specialist” is related first of all to a production unit. Today American philosophy of management propagandizes and spreads the term “Human resource management”(personnel management). The main advantage of HRM is to evaluate the cost of this resource in the given company, and thus it’s reasonable to put it in the same position with other resources.

Managerial and economic characteristics Managerial and economic characteristics of the company. The full name of the company is “State and unite enterprise for passengers transportation in Domodedovo (Moscow region). The Domodedovo branch was organized with the aim to raise the effectiveness of commercial activity of PAE and to enlarge the subjective and territorial scope of the activity. The main premises of PAE are located in the eastern industrial part of Domodedovo city. The strategy of personnel department is to control the responsibility and qualification of the personnel. To gain more effectiveness of the personnel activity the system of financial stimulation exists there. The stimulative payments can be in terms of premiums, bonuses and other means.

Types of organization the passengers transport service Bus transport service ; Controlling the paid parking, garages and places of parking; Technical service, repairing the transport facilities; Salons service, car washing service; Cars and cargos renting; Wholesale and retail sale of oil products; Application and installation of the contemporary GPS system. Passengers and luggage transportation service; Regulation of bus-stations activity; Passengers service; Reservation and advance selling of bus tickets;

Structure of personnel management The department of human resources acts as a coordinating body of the company in making important managerial and administrative decisions. Personnel department activity: 1. Correlation of personnel policy and strategy within the company; 2. Prediction of demands employees; 3. Studying labour market; 4. Supplying the company with specialist; 5. Labour discipline control in different sections; 6. Creating and controlling the structure of the staff; 7. Dealing with customers complaints and different actual problems.

Recommendations for personnel management improvement Our research group recommends: To form information and technological department for the purpose of transport service safety; To open the position for phychologist; The system of employees replacement should work; Interaction of the staff with young generation of the specialists should be put into practice.
