Task ID-05 IDIB report ID-05 Catalyzing Resources for GEOSS Implementation C1 - Resource Mobilization for Capacity Building C2 - Resource Mobilization for Research and Development Bente Lilja Bye Task Coordinator ID-05 BLB, Norway

Task ID-05 Key 2014 Outputs (Information for Society – GEO Global Initiatives) Promotion of cooperation with Private Sector (Geospatial World Forum, Middle East Geospatial Forum, India Geospatial Forum, etc.) Promotion and dissemination of Earth Observation in Regions and at International Organizations (EOPOWER, IASON and other projects)

Task ID-05 Key 2014 Outputs (Information for Society – GEO Global Initiatives) Ministerial Showcase – Mobilization of resources – Outreach – Capacity building Webinar series on water cycle ERA-Net (Strengthening the European Research Area in the domain of Earth Observation) Fundraising/Forum building: Comparative study

Task ID-05 Task Activities Sufficient opportunities identified in existing programmes and mechanisms for resourcing capacity building activities. Caption: OPPORTUNITY IDENTIFICATION An active brokering mechanism is achieved between resource providers and GEOSS needs, through the GEONetCab project and other initiatives. Caption: BROKERING MECHANISM Communicate GEOSS agenda to Funding agencies and resource providers are aware of the GEOSS agenda and interaction between groups of donors and GEOSS members or participants is firmly established. Caption: AWARENESS RAISING “Earth Observations in Decision Support Projects” is a regular feature of development projects and target groups are trained in the various phases of project development: Proposal Solicitation, Project Brokering, Donor Coordination, Applications, Showcases, Tracking, and Outreach. Caption: EO DECISION SUPPORT A portfolio of specific examples of resources leveraged across a range of user types and Societal Benefit Areas is available. Caption: SUCCESS STORIES

Task ID-05 Task Activities - cont' A handbook on funding An international community of policy-makers and funding agencies with knowledge of and interest in Earth observations. CEOS/EOPOWER cooperation on capacity development resource facility User engagement through demonstration of socio-economic benefits of Earth Observation Advice on use of Remote Sensing for World Bank Water Partnership Program Pilot Water SBA – ID-05

Task ID-05 GEO ID-05 Catalyzing resources for GEOSS implementation GEOSS Stakeholder meeting, Bonn 2011, GEOSS S&T needs: Developing processes for matching research funding and research teams EGIDA OECD STIG Meeting Global Challenges through Better Governance – International Cooperation in Science, Technology and Innovation BIRTH Where Stars Are Born – M82 Credit: NASA, ESA, and The Hubble Heritage Team (STScI/AURA) Input from Workshop: Spell out the idea of going from the mainly macro perspective in the OECD STIG project, to include micro perspectives in the comparative study. Comments post-workshop: Write a good narrative of the background for the study. Responding to the grand challenges, a comparative study on global funding of science, technology and innovation

Task ID-05 Policy Linkages (e.g. Conventions, Protocols, International Programmes) World Summit on Sustainable Development Future Earth (10 year program)

Task ID-05 Challenges, Issues, and Gaps Communicating to national funding agencies (right message to right person) Reaching and engaging the relevant and responsible units of members and Pos Creating win-win situations for GEO community and private sector

Task ID-05 Intervention needed from GEO Members and POs to Achieve 2015 Strategic Targets Engaging Asia and Africa in funding forum (contribute to comparative study) Activate certain Pos (IGFA) (ask IGFA to address the resource mobilization issues)

Task ID-05 Q for IDIB How can we integrate resource mobilization in other IDIB tasks? S&T and funding – continue to use stakeholder meetings as an arena for dialogues on funding.

Task ID-05 Input IPWG. Continue addressing resource mobilization/funding explicitly. Better coordination across Tasks (IDIB+). Consolidate GEO's role in funding of the global challenges
