Unrestricted 9 What is the PGA Message Set?  It is a CATAIR record set to be used by the trade to submit PGA data.  It is designed to accommodate the data needs of all the PGAs rather than having separate record sets for each.

Unrestricted 10 PGA Message Set Record Overview Captures data NOT included as part of CBPs header information Eventually replaces the current OGA and PG Message Sets Used in addition to the existing Entry or ACE Entry Summary electronic filing – Not a stand alone set Records are numbered with gaps to allow for future expansion: Some used mainly (or only) by certain PGAs Not all are required to be submitted Some need to be used in sequence (e.g., PG07 before PG08) The OA has been incorporated into the PG01

Unrestricted 55 Questions When will the PGA Message Set be available to be filed with an ACE Entry Summary Certified for Release? Technology The technology to capture the incoming PGA Message Set information and the database to store the data has been built. However integration testing must still be done. This requires resources currently supporting M-1. Additionally, the CERT environment will need to be configured to support trade testing. PGA readiness PGAs must publish their instructions for the trade and ensure that their regulations can accommodate the electronic submission of required data. A number of PGAs are already working on the FRNs required for this step. Policy and Operations CBP and the PGAs will need to come to agreement on what actions CBP will take regarding PGA data submitted by the trade electronically.

Unrestricted 56 Questions (continued) When will the PGA Message Set be available with Simplified Entry? It’s expected that it will be part of Phase 2 of the Simplified Entry When will PGAs begin piloting the PGA Message Set? Once the technical testing of the PGA Message Set is completed, it’s expected that one or more PGAs will be ready to pilot its use.

Unrestricted 57 Questions (continued) Which PGAs will be first to use the PGA Message Set? FSIS has already expressed interest in piloting the PGA Message Set as soon as it is ready. Can the Trade start programming the PGA Message Set records? The PGA Message set is still considered “draft” but CBP believes the basic framework is solid. Specific rules to determine which records/data elements are required by each PGA are still under development.
