Cell- Broadcast The application “KILLER”

The international red cross has a formula to evaluate the potential effect of disasters H azard x V ulnerability = D isaster

It is the purpose of this presentation to identify the potential of Cell-Broadcast/SMS to reduce our Vulnerability and help achieve the goals the the United Nation’s Global Disaster Reduction Initiatives in cooperation with the Global Disaster Information Network G-DIN

Why Cellular? The advent of cellular phone service created 2 factors that represent the most significant advancement in public warning technology since Harry Truman introduces CONALRAD to provide mass notification of a nuclear attack using the nation’s commercial broadcast stations.

For the first time, people carry wireless devices, and the grid of low range transmitters that is the unique architecture of cellular telecommunications, provides an ideal platform to broadcast a common warning message to a group of people in specific cell-site locations.

There are two methods of achieving Location-Based Messaging Locational Cell-Broadcast

Locational L-B messaging requires handset location technology to construct a file of all terminals known to be operating in a targeted location. This file allows the handsets to be called or sent a message by standard SMS Locational advantages: 1. Allows TDMA CDMA and Amps (non-GSM) phones to receive a location-directed message. 2. Can provide message confirmation Locational disadvantages: 1. Creates a serious burden on the network 2. Can not provide distinct emergency ring

Cell-BroadcastMessaging Service directs a common text message to a specific group of handsets by isolating from the network a cell or group of cells to broadcast a common text message to all handsets within range. C-B/SMS Advantages: 1. Has virtually no impact on network operation 2. Immediate delivery 3. Can provide distinct emergency ring C-B/SMS Disadvantages: can not provide message conformation
