Collection of international migration data from official statistics: opportunities and challenges Adriana Skenderi Editor, UN Demographic Yearbook UN Statistics Division Side event on migration, 27 February 2013

Outline P&Rs on migrant stocks and flows 2000 and 2010 census rounds, core topics on migration Migrant stock data collection, data availability, opportunities Migration flows data collection, challenges Dissemination

Principles and Recommendations Principles and Recommendations for Population and Housing Censuses, Revision 2 International migration characteristics core topics (paras – 2.106) Country of birth Citizenship Year or period of arrival Recommendations on Statistics of International Migration, Revision 1

Information on international migration topics included in national census questionnaires (info as of 31 October 2012) 2000 round2010 round Number Per cent Countries or areas that conducted a census Censuses for which questionnaires were available (as of 31 October 2012) Question(s) on COUNTRY OF BIRTH Question(s) on CITIZENSHIP Question(s) on YEAR OR PERIOD OF ARRIVAL Question(s) on topics relevant to international migration other than the above

Migrant stock data collection at UNSD UN Demographic Yearbook Population Census Questionnaire on General Characteristics Part of UN Demographic Yearbook set of census questionnaires tm tm Questionnaires are sent to NSOs after every census is conducted The datasets requested are compliant with the Principles and Recommendations for Population and Housing Censuses, Revision 2 Among the datasets requested are the ones on Migrant Stock

Migrant stock data collection at UNSD Migrant stock datasets requested from all countries or areas (country/area of destination) Native and foreign-born population by age and sex Foreign-born population by country/area of birth, age and sex Foreign-born population 15 years of age or over by country/area of birth, educational attainment and sex Population by citizenship status, age and sex Foreign population (non-citizens) by country of citizenship, age and sex Foreign population (non-citizens) 15 years of age or over by country of citizenship, educational attainment and sex Economically active foreign-born population by occupation, age and sex

Migrant stock data collection at UNSD Datasets reported as per national censuses during (availability in UNSD as of 15 February 2013) Number of countries or areas Native and foreign-born population by age and sex118 Foreign-born population by country/area of birth, age and sex91 Foreign-born population 15 years of age or over by country/area of birth, educational attainment and sex 15 Population by citizenship status, age and sex106 Foreign population (non-citizens) by country of citizenship, age and sex 79 Foreign population (non-citizens) 15 years of age or over by country of citizenship, educational attainment and sex 9 Economically active foreign-born population by occupation, age and sex 52

Migrant stock data collection at UNSD Number of countries or areas that have reported Native and foreign-born population and Population by citizenship status = 85 Native and foreign-born population but not Population by citizenship status = 33 Population by citizenship status but not Native and foreign-born population = 21 Therefore, the number of countries or areas that have reported data for at least one of the datasets, Native and foreign-born population or Population by citizenship status, is 139, covering about 60% of the total number of countries or areas of the world. However we see opportunities for improvements: as more countries include the migration core topics in their census forms, as the tabulation and subsequent dissemination of national census results progresses, more countries will report the migrant stock datasets to UNSD.

Collection of migration flows Annual Questionnaire on International Travel and Migration Statistics st.htm st.htm Two rounds of data collection completed; the third is in progress 43 countries have provided flow statistics of international migration during the first two rounds (countries that are not part of Eurostat migration data collection)

Collection of migration flows Annual migration statistics and availability by number of countries; 2011 and 2012 data collections Inflows by reason for admission and sex ( 26 ) by purpose of stay abroad and sex ( 14 ) number of incoming international migrants by citizenship status, age and sex ( 21 ) number of incoming foreign migrants by country of citizenship and sex ( 19 ) number of incoming international migrants by previous country of usual residence and sex ( 14 ) Outflows by status at time of departure and sex ( 18 ) by purpose of going abroad and sex ( 15 ) number of departing international migrants by citizenship status, age and sex ( 16 ) number of emigrating citizens by future country of usual residence and sex ( 12 )

Collection of migration flows Collection of international migration flows remains a challenge due to the variety of sources (population registers, register of foreigners, of international entries or departures, admin sources such as residence or work permits, national migration surveys etc.) oftentimes not the responsibility of National Statistical Offices (e.g. ministry of foreign affairs, ministry of interior, immigration departments, national institutions of employment and training) some or all of the datasets requested are not collected or compiled at the national level The above information is based on letters sent by 20+ NSOs on why the data could not be supplied.
