Presentation to the 26 th CEOS Plenary at Bengaluru, India October, 2012 Accomplishments and Challenges 2012 ….. report from the chair Kiran Kumar Indian Space Research Organisation

Committee on Earth Observation Satellites 30 space agencies 22 participating organisations Netherlands Vietnam India Others CEOS Family NSO We recognize CEOS as a highly active, evolving professional body with a contribution that is entirely voluntary in nature from all the stake holders

Outcomes planned for Improved Coordination of Space Agency Activities Related to Climate – monitoring of Essential Climate Variables (ECVs), development of Fundamental Climate Data Records (FCDRs) etc. 2.Progress Towards Established CEOS-GEO Priorities - support to the GEO Forest Carbon Tracking Task, Global Forest Observations Initiative (GFOI), development of Strategy for Carbon Observations from Space, Geohazards Supersites initiative, etc. 3.Considering CEOS Support to Further Key GEO Priority Initiatives - dialogue on data requirements support to the G20/GEO Global Agricultural Monitoring (GLAM) initiative, contributions to integrated water cycle, GEO Biodiversity Observation Network etc. 4.Continued and Enhanced CEOS Outreach to Key Stakeholders: GEO, COP, UNFCCC, SBSTA, G8/G20, and Others

Outcomes achieved in 2012 so far Addressing governance of CEOS through CSS - Implementation Initiative Formation of Space Data Coordination Group Formalization of Sea Surface Temperature VC Contributions to GEO Post-2015 Working Group GFOI Satellite Data Acquisition Planning GEOGLAM Data Requirements Development and Analysis Rio+20 Outreach, EO Handbook 2012 ADHOC group activities on Disaster risk mitigation Eighty actions generated from TWELVE SEC Telecons / Plenary Actions / other related activities ActionCompletedOngoing 25-CEOS Plenary 22/3210/32

Outcomes achieved in 2012 so far Data Democracy Promotion (WGCapD initial meeting) QA4EO Coordination (CEOS WG on Calibration/Validation) The CEOS response to the GCOS Implementation Plan 2010 Carbon observations (including those to support national forest inventories/assessments), GFOI Satellite Data Acquisition Planning Capacity building and data democracy for e-learning and remote sensing data usage Integrated water cycle products and services and the GEO BON network.

What is changing Space Space Spending Emerging and commercial EO satellite programs may face a shortage of launch capacity Data Policy implications for EO Drawing the line between commercial and free data Drive towards open data access China expected to launch 54 satellites over the next decade Commercial and governmental EO programs, increasing competitions 149 Earth Observation satellites were launched over the decade

What is Changing Space Continuity New instruments/Missio ns Free data Virtual constellations Data sharing Cut in expenses Travel – reduced Go-to-meeting Constraints Recessions Reduced Space funding Budget Managem ent Increasing Demands Space Organisatio ns TRANSITIONS (SERVICE) Government Private (Commercial) ??? RapidEye GEO EYE Sustainability ???

SATELLITE OBSERVATIONS Simple cloud images  120 observables from Space  ECV.s 30 EO based space agencies 114 different EO missions are currently operating ~100 new missions will be launched in next 5 years ~240 Earth observing satellite missions in next decade

challenges Focus on sustained satellite observations to meet the societal application needs CEOS needs to perform to command attention of space agencies

LASTLY …... It is an exciting experience to work with the CEOS community, committed to contribute and deliver on earth observation program. Coming together is a beginning; Keeping together is progress; Working together is success. CEOS’ effort is global and unending in making the objectives achievable Tangible benefits of space technology should reach the masses and CEOS should drive this cause
