Introduction to IEEE 802
Who we are IEEE Project 802 LAN/MAN Standards Committee (aka IEEE 802 or LMSC) –Develop LAN and MAN standards –Mainly for link and physical layers of the network stack –In operation since March 1980 OSI Reference Model Application Presentation Session Transport Network Data Link Physcial Medium IEEE 802
IEEE Standards Organization IEEE 802 is here: a standards committee formed by the Computer Society aka NesCom aka RevCom
Some terms PAR – project authorization request – the document that authorizes work on a project. WG - Working group – responsible for developing standards in an area TAG – Technical Advisory Group – experts on a topic area that crosses working groups – may develop a recommended practice. Task group or task force – a part of a working group which focuses on a particular project.

Introduction to IEEE standards process
Principles of the process Due process – procedures are publicly available and followed consistently Consensus – requiring agreement of a majority or supermajority – for technical decisions here = 75% Openness – ensuring materially interested and affected parties can participate Balance – representation from all interested parties without overwhelming influence from any one party Right of appeal – process to ensure due process
More terms PAR – Project Authorization Request – the charter for a standards project CFI – Call for interest – a brief meeting to outline a topic and determine if there is interest in investigating possible project Study Group – a group formed to investigate a project and produce a PAR Five Criteria – In IEEE 802 the basis for determining whether to forward a PAR.
IEEE 802 standards development life cycle – part 1 Call for Interest (CFI) Study Group Investigates forming a project Produce PAR and 5 Criteria Adequate interest? Working Group and EC review NesCom & Standards Board review EC approves Forward PAR to NesCom Form a Working Group or task force and start work Standards Board approval
IEEE 802 Five Criteria Broad Market Potential Compatibility Distinct Identity Technical Feasibility Economic Feasibility
IEEE 802 standards development life cycle – part 2 Review proposals Create and refine draft Draft complete? Working Group ballot Review ballot comments, modify draft as needed Recirculate changes and disapprove comments Material selected? Changes or new disapproves? No changes and no new disapproves, 75% approve and Working Group approves forwarding to sponsor ballot?
IEEE 802 standards development life cycle – part 3 Request EC approve forward to sponsor ballot Sponsor ballot Review ballot comments, modify draft as needed Request EC approve forward to RevCom RevCom approval Published standard Changes or new disapproves? No changes and no new disapproves, 75% approve Standards Board approval Prepare for publication EC approval?
Standards life cycle – part 4 And then there is maintaining the standard –Respond to request for interpretation –Keep the standard current by producing amendments and corrigenda (corrections) –Renew the life of the standard with reaffirmation or revision –When the standard is out of date, withdraw it.
Voting and membership Voters have responsibility to vote on letter ballots Three levels of voting occur in IEEE 802 standards development: –Sponsor ballot Open to all interested parties –Via IEEE SA-membership or paying a per ballot fee Participation requires an IEEE Web Account –Working group Requirements on next page –Task force Requirements vary – consult Working group.
Acquiring Working Group voting membership Participating at a meeting = at least 75% presence. For a new Working Group, persons participating in the initial meeting become members. For an existing Working Group, after attending 2 of last 4 plenary sessions or 1 plenary and 1 interim, membership starts at the next plenary attended. –May require submitting a letter of intent.
Retaining Working Group voting membership Participate in 2 of the last 4 plenary sessions. –An interim may substitute for one of the 2 plenary sessions. Return working Group letter ballots –Membership may be lost for failing to respond or responding abstain for reason other than lack of technical expertise to 2 of the last 3 ballots.
Ground rules Respect … give it, get it NO product pitches NO corporate pitches NO prices NO restrictive notices – presentations must be openly available Silence your cell phone ringers
IEEE Patent policy
Instructions for the WG Chair l At Each Meeting, the Working Group Chair shall: l Show slides #1 and #2 of this presentation l Advise the WG membership that: l The IEEEs patent policy is consistent with the ANSI patent policy and is described in Clause 6 of the IEEE-SA Standards Board Bylaws; l Early disclosure of patents which may be essential for the use of standards under development is encouraged; l Disclosures made of such patents may not be exhaustive of all patents that may be essential for the use of standards under development, and that neither the IEEE, the WG, nor the WG Chairman ensure the accuracy or completeness of any disclosure or whether any disclosure is of a patent that, in fact, may be essential for the use of standards under development. l Instruct the WG Secretary to record in the minutes of the relevant WG meeting: l That the foregoing advice was provided and the two slides were shown; l That an opportunity was provided for WG members to identify or disclose patents that the WG member believes may be essential for the use of that standard; l Any responses that were given, specifically the patents and patent applications that were identified (if any) and by whom. (Not necessary to be shown) Approved by IEEE-SA Standards Board – March 2003 (Revised February 2006)
6. Patents IEEE standards may include the known use of essential patents and patent applications provided the IEEE receives assurance from the patent holder or applicant with respect to patents whose infringement is, or in the case of patent applications, potential future infringement the applicant asserts will be, unavoidable in a compliant implementation of either mandatory or optional portions of the standard [essential patents]. This assurance shall be provided without coercion. The patent holder or applicant should provide this assurance as soon as reasonably feasible in the standards development process. This assurance shall be provided no later than the approval of the standard (or reaffirmation when a patent or patent application becomes known after initial approval of the standard). This assurance shall be either: a) A general disclaimer to the effect that the patentee will not enforce any of its present or future patent(s) whose use would be required to implement either mandatory or optional portions of the proposed IEEE standard against any person or entity complying with the standard; or b) A statement that a license for such implementation will be made available without compensation or under reasonable rates, with reasonable terms and conditions that are demonstrably free of any unfair discrimination. This assurance is irrevocable once submitted and accepted and shall apply, at a minimum, from the date of the standards approval to the date of the standards withdrawal. IEEE-SA Standards Board Bylaws on Patents in Standards Slide #1 Approved by IEEE-SA Standards Board – March 2003 (Revised February 2006)
Inappropriate Topics for IEEE WG Meetings l Dont discuss the validity/essentiality of patents/patent claims l Dont discuss the cost of specific patent use l Dont discuss licensing terms or conditions l Dont discuss product pricing, territorial restrictions, or market share l Dont discuss ongoing litigation or threatened litigation l Dont be silent if inappropriate topics are discussed… do formally object. If you have questions, contact the IEEE-SA Standards Board Patent Committee Administrator at or visit This slide set is available at Slide #2 Approved by IEEE-SA Standards Board – March 2003 (Revised February 2006)
