ESA Section 7 Emergency Consultation Tool Task Force

Task Force Objectives: Clarify roles and responsibilities Develop guidance & checklist for responders Provide consultation documentation

Conference calls on 2/18, 3/10, 4/16, and 5/12 All task force participants recognize the need for developing a shared lexicon & managing expectations Draft guidance and templates sent out for field review on 5/23 On target for 8/1 submission of final product Task Force Progress/ Obstacles:

Group V/Non-floating Oils Task Force

Task Force Objectives: Create a section (response tool pullout) in the NWACP that outlines response techniques tools, tactics and considerations unique to Group 5 oil spills. Compile or draw from existing information.

Task force has indentified relevant literature on non- floating oil spill response to support our development of the non-floating oils response tool Task force members have reviewed and created a first draft of the response tool Task Force Progress

Next steps: Draft a statement to be included in the NWACP -- Section 2212, Section 2232 and Section that references the submerged oil response tool we are developing. Include detail on potential permit requirements and a reference to the section Permit Summary Table in the NWACP. Include detail on non-floating oils response equipment availability.

Task Force/ Obstacles: Unsure how to discuss NEBA for specific submerged oil response techniques. Group identified this as deficient and the possibility of tailoring the dispersant checklist into a tool that would allow users to document NEBA process/decisions for some of the response techniques. The group discussed how to capture the idea of scenario specific response systems for submerged oils response. We will build on our discussion of these needs during our next conference call.

In-Situ Burn Task Force 2014 Update to Policy

Task Force Objectives: Transitioning NWAC ISB Preauthorization Plan from population center-basis to geographical basis Finalize Separation of ISB Policy from ISB Operations/Planning Documents Refining ISB Decision Flow Chart to map out procedures Updating Health Standards and SMART Protocol to include PM 2.5. Add in Idaho Air Agencies information.

Clarify what R10 RRT/NWAC Preauthorization Plan looks like. Clarify differences between Preauthorized and Case-by-Case areas Clarify where, when, and with what agencies/trustees, emergency consultation/notification occur s. Do we modify national SMART protocol (references PM 10) to make R10-specific PM-2.5 protocol? Task Force Progress/ Obstacles:

Identify Resources for Fire Fighting: Identified Rail owned resources. Possible addition to TF work would be list of Fire Districts that have an active rail line. Could be used by others to survey Fire Districts. Identify Resources for Air Monitoring: Identified Rail resources. Will be scheduling a meeting to determine additional work that can be completed.

Wildlife Rehabilitation

Task Force Objectives: Develop site selection criteria that can be used to identify suitable deployment locations for mobile oiled wildlife response equipment. Potential deployment locations will be identified and field investigated to the extent possible. Results of the Task Force effort will be summarized and included in the Northwest Area Wildlife Response Plan.

Site selection criteria for identifying suitable deployment locations for mobile oiled wildlife response equipment has been developed. General areas for potential equipment deployment have been determined. The search to identify potential deployment sites within the general areas has begun. The TF is on track to complete the assigned objectives. Task Force Progress/ Obstacles:

Workgroup Goal To update Section 9202 of the NWACP to include more details for five scenarios and to update the contact information. To create checklist(s) to ease the initial start up of a JIC to ensure it is methodically approached.

Current accomplishments Point of contact information has been updated in draft form has been broken into subsections with leads for each section: 1-31: CDR Katie Blanchard 31-51: LT Chad Thompson and Debra Gable 52-53, 67-68, and 75: PAC Lutz and 74: Use Gebby website to update 69-73: Lisa Copeland

Future Goals 1 July: All sections will be completed and sent to the team for review 1 August: Concurrence on all changes to forward to Heather and Josie for RRT concurrence.

2014 SCAT Segmentation Task Force

Task Force Objectives: Continue coordination between stakeholder agencies and other NWAC members. Hold a one day workshop to outline and gain consensus on shoreline segmentation process/protocol (and do some limited segmentation during the workshop to practice proposed methods). Develop Guidelines for Segmentation in NW Area for NWACP.
