Who has the Most Impact on Our Standards?  Feds?  State?  Local?

They all have an impact by setting minimum standards but Without the backing and resources from the local government, none (or very little) of this training will take place. Federal Funds State Training Reimbursement Local FD Budget

 We can have all the requirements and standards we want or that the government can throw at us, but if we do not follow and train on these standards we jeopardize ourselves and our personnel AND place our fire department in danger!
