Update on ECC consultations relating to UWB operation in the 3.4 to 4.2GHz band in Europe IEEE Presentation Submission Template (Rev. 9) Document Number: C /016 Date Submitted: Source: Mike HartVoice: UK Broadband 6 The Square, Stockley Park East Uxbridge, UK UB11 1FW * Venue: Session #56, Denver, CO. ECC report 120 ECC TG3 have been developing a protocol called DAA that will allow UWB devices to operate with higher transmit power (up to -41dBm/MHz) in the 3.4 to 4.2GHz band in Europe DAA is described in ECC report 120 – In session #55 we put together a response to a public consultation on the report expressing a number of concerns with the specifics of the protocol – TG3 met following the close of the consultation, whilst they made some minor revisions to the report, they did not address the main issues raised –Feedback from the meeting was due to the lack of specific proposals of what they should do, other than to consider the points we raised TG3 then finalised the report at their following the meeting and it was then presented to and approved at the subsequent ECC meeting

Amendment of ECC/DEC/(06)12 The next step is to amend a current ECC decision on UWB that enables the use of UWB devices, but not at high transmit power in the 3.4 – 4.2GHz band The amendment will allow UWB devices to transmit at up to dBm/MHz providing DAA is used The draft amendment is available at: – And this document is now under public consultation: – C BEB4& C BEB4& The consultation will close on 8 th September 2008

Actions for IEEE WG The liaison adhoc should put together a response to this consultation on behalf of the WG to reiterate our concerns about the lack of protection for this important band in Europe –Sensitivity levels and power control ranges that were used in calculations were too relaxed (lower sensitivities in reality and large TPC ranges) –No protection for services that dont include a periodic uplink transmission (e.g. MBS) –No protection for devices once they enter power saving mode –Nothing in the list of decisions about the technology review period This time we should be more specific about what we want ECC to do to try and address our concerns I have already put together a draft for the liaison adhoc to consider –C /017 on the WG upload server
