IEEE P802 Handoff ECSG Submission Jan Dong-Jye Shyy, MITRE Introduction This briefing is to seek consensus on the issue if there should be standardized algorithms for seamless handoff between WLAN and cellular networks

IEEE P802 Handoff ECSG Submission Jan Dong-Jye Shyy, MITRE Background IS-95/cdma2000 has standardized algorithms for (soft) handoff. The standards specify –What to measure –When to add a cell and when to delete a cell based on the measurements W-CDMA also has standardized algorithms for (soft) handoff GSM has no standardized handoff algorithms for (hard) handoff Intra-WLAN handoff (a.k.a. IAPP) is only a recommended practice, not a standard

IEEE P802 Handoff ECSG Submission Jan Dong-Jye Shyy, MITRE Questions Should this group standardize the procedures of performing seamless handoff between WLAN and cellular networks? –This task is easier for handoff between WLAN and CDMA networks –Not sure how to tackle the handoff between WLAN and GSM network since even GSM itself does not have standardized handoff algorithms?
