Agenda Welcome Introductions Objective of the meeting Background information Event summary History Bid Process Discussion Topics Bid process Locations Sector Capability Permissions/Authorities Financials – costs and support Timing Where to from here Wrap up Lunch will be taken at 12:30pm

Objective of meeting Gathering of key interested parties/stakeholders A discussion – input needed. Identify, risks, constraints, ideas and opportunities. To decide where to from here.

Key Questions Is this event right for the City, Flying NZ, affiliated sports, others? Can we do it? If so, what do we need to do to achieve it? Ultimately, should we bid?

Background – the Event Event created and owned by the FAI (Fédération Aéronautique Internationale). Held every two years. Next games allocated to Turin, Italy in What are the World Air Games? 1 week 2 venues 10 Air Sports 100’s of the world’s best competitors 1000’s of spectators 1,000,000’s of television viewers worldwide

Background – disciplines and timings

Background - history In the mid-nineteen-eighties the FAI started developing the concept of an “Olympiad” for its air sports : The World Air Games. After two editions of the World Air Games, FAI decided that the initial concept used in 1997 (Turkey) and 2001 (Spain) was unlikely to allow the goals set for the World Air Games to be achieved. In close cooperation with air sports specialists and consultants in sports marketing, a new concept was developed, giving priority to quality over quantity. Fewer venues closer together; fewer athletes but the best of the best; shorter but innovative and more attractive competitions are some of the keywords of the concept for the 3rd World Air Games in Turin (Italy) in Source: FAI website

Background - an opportunity Expressions of interest are currently open for parties to bid to host the 2011 World Air Games. In 2007 the Christchurch City Council approached Flying New Zealand to discuss the possibility. Met with NZ Major Events NZME prepared a feasibility report Here we are!

Background - Bid Process

Discussion – locations (FAI tender document) In relative proximity to a large population At a relatively low elevation. Ideally, all at one central airfield and a satellite water and/or hillside venue for disciplines such as hang gliding, paragliding. In addition, an auxiliary field to serve as a rehearsal and/or preparation site. The airspace must be available at all times during the World Air Games period. All venues should be well prepared for accommodating spectators. Options: Wigram Port Hills Omarama Chch Airport Canterbury Aero club Others

Discussion - sector capability Do we have the capability to do this? Do we have the momentum? Do we have the skills? Where are the gaps in capability? Volunteers Technical capability – officials etc.

Discussion – permissions & authorities Christchurch International Airport Wigram Aerodrome Ngai Tahu (Wigram) Resource Consents

Discussion - financials Costs: Phase 1 submission US$5,000. Phase 2 submission US$5,000. Event payments to FAI - $500,000 over three years. Event costs unknown. Untried event. M$2 – M$2.5? Support: Central Gvt – NZME Community Trust / Gaming Machines. Private Sector – sponsorship. Local Gvt support.

Discussion - NZME Assessment Limited alignment to central government events objectives. Risks Untested event. Venue. Short timeframes. Budget unknown. Recommendations Convene meeting of stakeholders. Gather further information. Consider learning's from NZ Air Games. Submit information to NZME to “test appetite” for support from NZME.

Reality check Timing: Southern Hemisphere Summer 2011 (Nov - February). Rugby World Cup: Sept-Oct IPC Athletics World Championships – Jan/Feb or 2013? Other events. What other cities have expressed an interest? Is NZ realistically in the running?

Where to from here Bid or not? Must have support from sector and stakeholders. If bid then bid committee – who? CCC support Meeting March 17 Deadline. Who else to involve? Bid application form
