Direct and indirect discrimination Psychologist L.Gereltsetseg “Universal Progress” ILC

Газар нутаг Our country locates in Central Asia, between Russia and China

Climate

We have 4 seasons: spring, summer, autumn and winter.

Mongolia’s population is 2.8 million where 1.2 almost half of them live in capital city Ulaanbaatar. Our traditional shelter is “ger” where we lived thousands of years.

This is our capital city Ulaanbaatar

ILC “Universal Progress” Main goal of ILC is: to build inclusive environment for people with any disabilities make social welfare service efficient that meets demands of persons with disabilities.

Brief information There are 108,000 persons with disabilities in Mongolia: 30% has congenital disability 15% has severe disability

Direct discrimination Medical model of disability is dominated in our country Negative attitude from community Disability is determined basing on the labor ability loss

Even though, the legal regulation is stated educational right of children with disabilities: Lack of accessible schools Lack of teacher’s knowledge Lack of study resources Lack of accessible infrastructure Indirect discrimination Education:

Labor and employment Even though, legal environment permits PWDs employment: Lack of accessible environment Lack of employer’s enthusiasm to build accessible work place Lack of skilled PWDs

Economic discrimination: The monthly government pension for PWDs is USD100 that is not enough for daily life which awakes:  dependency to family members  Maltreatment  Violence (human rights as stated in the UN Convention on the Rights of PWDs, sexual)

 Do not respect independency of PWDs  Do not care psychological rehabilitation  No child from women with disabilities Discrimination in health service

Social discrimination  Lack of accessible environment to participate in the social life (crossing cut, public transport, buildings, toilet rooms)  Negative social attitude that hesitates to help PWDs

There is no “personal assistance system” in Mongolia which helps to PWDs to work, to educate and to receive medical service. Therefore, PWDs are dependent, non-educated, has no income and cannot fulfill their rights as stated in the UN Convention on the Rights of PWDs

Thank you for your attention!
