The funding policy > The QCF brings significant changes to what is funded > There will be tens of thousands of QCF units and qualifications, but a small minority will be fundable Not fundable > In most cases the relevant Sector Skills Council will advise which QCF units and quals will attract funding Fundable (all ages) Fundable (under 19 only) Fundable (19+ only) QCF qualification options
Funding mainly based on length of programme Funding based on demand-led funding formula The four delivery gateways 1. Learner-responsive and Adult 2. Employer-responsive Train to Gain and Apprenticeships 3. Pre-employment4. Offender Learning The funding of QCF quals and units will be prioritised from August 2010 across the following four delivery gateways
QCF funding methodology Until then, the existing funding methodology remains unchanged Funding based on the number QCF credits is being considered for 2013/14 In demand-led funding, units and qualifications are given a listed rate known as a Standard Leaner Number Guided Learner Hour (SLN GLH), or simply an SLN rate Other programmes, such as pre-employment, fund the duration and outcome (including sustainable employment)
Demand-led formula SLN GLH Demand-led funding formula, where 450 = SLN x National Funding Rate Weightings x = Funding This listed value is found on the Learning Aim Database (LAD) Set by the funding body each year, based on affordability A range of weightings dependant on the provider, learner and qualification
The Learning Aim Database A list of fundable QCF units and quals will be published quarterly, but the LAD is an online and downloadable database which contains the SLN values
QCF rates and rules > Rules of Combination (RoC) > Credit Accumulation and Transfer (CAT) > Recognition of Prior Learning (RPL) Diploma in Housing (NVQ) (QCF) Level 3, SLN (as recommended glh) Programme weighting A Not full level 3 (yet 37 credits) Only fundable for 19+ ALR NVQ in Housing Level 3, SLN or part-time unlisted Programme weighting D Full level 3 Fundable for all And do the right staff understand Qual rates and other elements can be very different Hospitality Apprenticeship is SLN in NQF and SLN in QCF
Implications for providers > Some quals no longer to be fundable > Some quals will be fundable for some learners > Providers should keep checking the LAD > The QCF funding rates can be very different > Providers should not under-estimate the A51a Curriculum planning which takes these things into account will be more critical than ever
