– Low level of understanding the nature and concept of URMA from the local stakeholders and the public. – Too complex structure of the bureaucratic principles of work of the local authorities. Too many established rules, procedures and requirements which put restraints on the creation, durability and the achievement of “equal grounds” partnerships. – The imposed rules and procedures complicate the process of initiating and conducting public-private partnerships, public procurements, tenders and management of municipal and state property. – Lack of administrative capacity and experience to facilitate the establishment of urban – rural partnerships. Negative demographic migration from rural areas to the cities which leads to economic demise in the peripheral zone of Pleven region. 15 Pleven Regional Administration PP9, What challenges, barriers are you facing?

– What difficulties occur and what challenges do the other partners tackle with in terms of realization of C3 activities and how do they come up with a solution? – Do the other partners face problems with finding help and support from relevant authorities in the field of regional development and spatial planning?
