This slide is new for FY04 version and is based on the Apr 2003 DoD – NDIA IBR guide. It is the first of four highly animated slides used to explain the development and relationship of the control account to the overall contract. In this slide the process of converting the Warfighter’s requirements as defined by the APB into a contract is displayed. Initial animations introduce the legend. Then the APB is evaluated to identify the KPPs. The APB analysis leads to the SOW, RFP and government technical documents. This results in a Proposal – Contract box which identifies the key top level IBR review documents: the CWBS, the IMP / IMS; contractor technical documents; RAM and the Integrated managements system and EVMS. The IBR Assessment and Preparation process continues on the next slide. You should run through the animations on this slide to gain familiarity with the approach you will use to explain the content. This slides provides a logical flow for relating contract and program office requirements to the five IBR risk categories of Technical, Schedule, Resources, Cost, and Management for the purpose of identifying risk drives. These risk drivers are developed as early in the process as possible for the purpose of identifying the key control accounts to be reviewed at the IBR. The first animation requires an analysis of the contract and program office technical documents to identify technical drivers. The technical drivers combined with APB schedule requirements and the IMP / IMS are then evaluated to identify potential schedule drivers. Schedule and technical drivers are evaluated against the RAM to determine the adequacy of available recourses and to identify the resource drivers. Technical, schedule, and resource drivers must now be analyzed to forecast potential cost drivers. Management is the final risk category and the integrated management system (represent by the IMS / EVMS box) is evaluated to determine management drivers. Once the management drivers are determined the technical, scheduled, resource, and cost drivers must be reassessed and correlated. As the slide’s title indicates this process is undertaken in the assessment and preparation IBR phase to identify the focus of the IBR review.
