2 Amendment Functionality

Definition Amendment An amendment occurs post-arrival (once the cargo or conveyance is in “arrived” or “reported” status) at the port of report. An amendment involves the transmission of the entire new record (all applicable data elements), which will then replace the entire record on file. Each amendment requires the use of an amendment code, specifying the type of amendment being made. (ECCRD Appendix D – Code Table #10 p.32)

Amendment Issue CBSA is experiencing a system issue affecting the ability for clients to electronically submit amendments where a client is required to associate or un-associate cargo to a conveyance after release Scenario Pre-Arrival – Carrier submits 2 cargos attached to their conveyance. At-Arrival – Carrier arrives and has 2 cargos released Post-Arrival – Carrier realized there were 3 cargos on their conveyance and attempts to submit an amendment to associate the additional cargo to their conveyance CBSA system will not allow this amendment to be submitted

Amendment Issue Resolution Until the systems issue is resolved – clients will be required to manually submit these requests using the CBSA form BSF673. (Highway and Rail Cargo and Conveyance Post Arrival Manual Correction Request Form) Processing of these amendments will be centralized in Windsor, Ontario. Information for U.S. Shippers eManifest requirements for commercial shipments The CBSA's eManifest initiative is changing the way commercial goods coming into Canada are processed. On November 1, 2012, an informed compliance period began and will remain in effect until May 2013, when eManifest-enabling legislation and regulations are expected to be in place. Once the regulations are in place, highway carriers must provide electronic cargo and conveyance data to the Canada Border Services Agency (CBSA) in advance of arriving at the Canadian border. The CBSA encourages shippers to assist highway carriers in meeting eManifest requirements. To do this, shippers are asked to provide all customs commercial invoice information to carriers about shipments destined to arrive in Canada by truck. Examples of customs commercial information that shippers may provide to carriers include: Shipper name and address Consignee name and address Delivery name and address (if different from the Consignee) Cargo description, packaging type and quantity Gross weight of shipment Customs Self Assessment (CSA) information (if applicable to the cargo) For more information on eManifest requirements and client support, visit the CBSA Web site at

Outreach for New Communication Products External The communication products are posted on the eManifest Publications web pages of the CBSA website.
